Violent holiday weekend leaves families, officials distraught in Chicago 02:26

CHICAGO (CBS) — At least 19 people were killed and 87 others were hurt in shootings during the Fourth of July weekend across Chicago as of Friday.

The ages of the victims range from 5 to 74.

The shootings documented below—totaling 106—happened between 5 p.m. Wednesday and 5 a.m. Chicago Police, beginning the count at midnight Wednesday morning, reported 109 people shot in 74 incidents this past holiday weekend.

By comparison, 57 people were shot last July 4th weekend last year—though it is worth noting that last year's holiday weekend was shorter.

In 2022, 68 people were shot. In 2021, 100 people were struck by bullets over the Independence Day weekend.

For some context, Friday, July 5, was the single most violent day in Chicago history since the unrest in Chicago after the death of George Floyd. Chicago also had the worst holiday weekend in the country in terms of gun violence.

On a broader scale, data show historically, the months of June, July, and August have seen nearly 60% more shooting reports than non-summer months.

This chart shows shootings by day of the year in Chicago since 2013.

Mayor Brandon Johnson said Monday morning that he was "heartbroken" by the level of violence over the holiday weekend.

"These are not just numbers on pages. These are not just headlines in the news. No. These are our fellow Chicagoans. They're our neighbors, family members, who have lost their lives," Johnson said. "Over 100 people whose lives will never be the same, whose next chapter in life is recovery and healing from this violence. These 100 people are members of families and communities numbering in the thousands who are also feeling the devastation and the impact of the incessant violence in the city of Chicago."

Mayor Johnson acknowledged that he was out of town on July 4, but returned for a community rally the next day. He repeated his calls for federal resources to be brought in.

Johnson said, as a father raising a family on the West Side, which often sees some of the highest levels of violent crime in the city, the weekend's violence "hits very close to home."

"This violence plaguing our community, it is deeply personal. This is not about just simply tallying our pain," Johnson said. "We are here to say emphatically, this is enough. It's enough. When this reckless violence ravages across our city at this magnitude, we are losing a piece of the soul of Chicago. It deeply pains me to admit that, but it is true."

Melvin Hill, a West Side resident, was among the victims who were shot and killed.

"Funny, talented," said Hill's older sister, Lawanda Hill. "Everybody loved him."

Chicago Police said they found Hill, a 36-year-old father, in the kitchen of his own home in the 200 block of North Central Avenue in the South Austin neighborhood Sunday night. He had been shot, and he died at the scene.

"Somebody was there that he knew, that he let in—and took his life," said Lawanda Hill.

Lawanda Hill said action is needed on the city's part.

"It's just a lot of evil," said Lawanda Hill, "and not just, 'Oh, we're going to have a committee or a meeting.' They seriously need to do something about the violence."

Police Supt. Larry Snelling said at a news conference Monday night that the public must participate in the fight against violence.

"If we want to avoid having these types of press conferences and these types of meetings again, we need every single person to step up. We need people to start coming forward. We need people to take responsibility," Snelling said. "Help us help you."

A call for federal help in Chicago

Mayor Johnson took the opportunity to again call on the federal government to come in and offer more victim and violence prevention services for communities hardest hit.

When asked specifically what that federal help looks like, Mayor Johnson said it looks like everything from boots on the ground, public health support, and support for victims of violence.

"Remember the mass shooting that happened in Highland Park, and all the services they got?" the mayor said. "That's what we're asking for. It's that simple."

At least three mass shootings happened during the weekend. One of the shootings left two women and an 8-year-old dead in the Greater Grand Crossing neighborhood Thursday morning. The two others involved shootouts on the Near West Side and in the South Austin neighborhood.

Snelling said the Chicago Police Department, the Mayor's office, and other city leaders would do everything possible to address violent crime and hold the shooters responsible. He also called on people living in the communities affected by violence to come forward with information about shootings in their neighborhoods.

"It's really important that we work with our communities, and that our communities understand that we're trying to work with those communities, because the more information that we get from communities, it's helpful to help us apprehend these individuals who are committing these violent acts," Snelling said.

Snelling was particularly upset with the mass shooting that killed an 8-year-old and two mothers.

"We have to really stop and think about the mindset of someone who will shoot a child, a helpless child, an unarmed mother, and think that that's okay, and go about their days," Snelling said. "Those people have to be taken off the streets. They have to be put away. If we're not doing that, then we're failing other families."

Questions about police deployments for NASCAR race

The surge in violent crime over the weekend happened as the city hosted the NASCAR Chicago Street Race downtown for the second year in a row, requiring the Chicago Police Department to divert many officers to Grant Park to provide security.

However, Snelling said there were significantly fewer officers detailed to security for NASCAR this year compared to last year.

Mayor Johnson noted that it was Mayor Lori Lightfoot's administration before his that first set up the NASCAR Street Race.

"Obviously, those were dates we inherited," Mayor Johnson said. "We will continue to assess."

Johnson said his administration will continue to assess whether the July 4th weekend is the best weekend to host the NASCAR street race.

"No decision has been made on which weekend in particular is best suited," the mayor said. "Whether it's a holiday weekend, or a weekend that someone is celebrating their wedding anniversary, the point of our work is to ensure that every single weekend in the city of Chicago is as safe as possible."

It is known exactly how much manpower the NASCAR Street Race required last year. According to Chicago Police overtime data obtained by the CBS News Data Team, 1,233 officers worked NASCAR on overtime in 2023—working 19,984 hours.

Meanwhile, for the July 4th duty overall, 518 officers were staffed for 5,325 overtime hours for 4th of July deployment last year.

About 11% of sworn personnel worked NASCAR in 2023. A total of 226 of the 1,233 officers were pulled from neighborhood districts to staff the race last year.

"We looked at last year, where we had a number of officers who were detailed to that event," Snelling said.

Supt. Snelling said this year, police scaled down their deployment for the NASCAR race—but it is not clear to what degree.

"We recognized that we have a level of security around that event where we didn't need as many officers, so we were able to scale that down this year," Snelling said.

There is still the question of whether the race will continue to make financial sense for the city, particularly during upticks in summer violence.

"You know, as far as the overall economic benefit, again, that will be assessed and analyzed," Mayor Johnson said.

Emergency assistance center to launch Tuesday

Chicago Police announced that they will be hosting an emergency assistance center Tuesday at Fosco Park, located at 1312 S. Racine Ave. on the Near West Side near one of the mass shooting scenes, from 3:30 p.m. until 7 p.m. Any victims of violence may get access to support services at the emergency assistance center.

The center will accommodate victims of "any type of violence, including domestic violence," said Chicago Police Director of Community Policing Glen Brooks.

Similar popups have been set up in the past that, and unfortunately haven't been very well attended.

While it was not mentioned in the briefing Monday—but is seemingly relevant—the City of Chicago, Cook County, and the State of Illinois on Monday announced the launch of a new website, ILGovAlliance.org. The website is designed to share information on government investments in community safety and provide a central hub for community-based organizations to explore grant opportunities.
