Midland Approves $4 Million Contract for Final Phase of Garfield Street Paving Bond Project

MIDLAND, Texas (KOSA) - The City of Midland has approved a $4 million contract for the final phase of the Garfield Street Paving Bond Project, with an additional $837,000 allocated for contingencies.

Historic Infrastructure Overhaul:

This project marks a significant milestone for Midland, as it is the first time in the city’s history that all underground infrastructure has been replaced before paving the roads with concrete. Commuters have endured constant construction and heavy traffic, but the city assures that the new road will be durable and long-lasting.

Gabe McClelland, Director of Engineering for the City of Midland, stated, “This is really turnkey, it’s all-inclusive. We’re adding storm drain pipes, a new water line, a new sanitary sewer, and then coming back and paving the entire roadway in concrete. You’re looking at improvements that are going to last 50 plus years.”

Roundabout Construction:

The final phase of the project includes constructing a roundabout at the intersection of Cuthbert and Garfield, which will begin after the completion of the ongoing utilities work. This roundabout is expected to improve traffic flow and mitigate the dangers associated with drivers cutting through neighborhood streets.

McClelland added, “Utility work just began at the roundabout a few weeks ago. They’re on schedule, and we’re looking at moving in the roundabout construction crews just behind the folks that are installing utilities now.”

Timeline for Completion:

”This is the last phase of the project,” McClelland explained. “We have allotted 210 days for the construction of the roundabout. That’s following the 60-75 days of utility construction, so you’re looking at 300 days or so for the construction there.”

Speed Limit Changes:

In addition to the Garfield phase update, the city’s traffic engineering study found that 85% of drivers in Midland preferred speeds matching or below current posted limits. As a result, the following speed limits have been changed:

Briarwood Avenue: 45 MPH from the centerline of State Highway 158 to Avalon Drive; 40 MPH from Avalon Drive to Mathis Street.

Midkiff Road: 40 MPH from the northern terminus to Wall Street.

Rankin Highway: 30 MPH from Interstate 20 to Business Interstate 20.
