Does anyone have any information on what liftarm04 is and why it is in the normal
catalog? Or if it is even a legitimate LEGO element? (I realize it has been claimed
to be in two collections, but this is not worth anything imo)

I did a few surface level searches but I could not find another database that
recognizes this part. It appears not to have been touched since 2002 aside from
the name being updated in 2019.

This again brings up the question of why we are leaving in prototype/unproven
LEGO elements rather than starting from what we know and working from there.
For example the 4x4 corner brick was never released in trans-clear, and yet we
assume because one paper catalog(other ones from that time do not list it as
an available color) lists it as being available, it deserves to be recognized
in our catalog. Does there exist a single example of one in the wild, maybe?
But I've personally never seen any images anywhere online nor have I ever
seen one listed for sale. You know it's bad when you're asking whether
one even exists instead of whether or not it was available at retail lol.

It's also worth noting that we do change things in the catalog if there is
no evidence for them. I made the case several years ago that sets 111-3 and 110-2
were never released and action was actually taken, they now reside in the unreleased
items tab of the catalog (https://www.bricklink.com/catalogList.asp?pg=1&itemStatus=N&v=2).

So I guess my question should be why these parts are recognized? I realize I've
raised several questions so if someone could direct me to an appropriate answer
for any that would be appreciated.
