R.I. ‘parenting coordinator’ accused of raping and molesting girl

GLOCESTER, R.I. — A man who was on the parent advisory board for the state Department of Children, Youth, and Families, and an interim executive director of the state chapter of Prevent Child Abuse, is accused of raping and molesting a little girl.

Kyle Delaney, 49, of Glocester, was arrested on Thursday and charged with felony charges of first-degree child molestation and three counts of second-degree child molestation.

Delaney was involved with parenting classes and support groups emphasizing the importance of fathers, such as working for the Parent Support Network of Rhode Island and as a coordinator of the Rhode Island Fatherhood Initiative, according to his bio on the National Training and Technical Assistance Center, which was removed from the site on Tuesday. He claimed to also be a certified nurturing parenting teacher and a “Cherish the Child award winner.”

Up until his arrest, Delaney was also a contractor working for the state Department of Corrections, where he was working in an inmate education program as a parent support coordinator, said corrections spokesman J.R. Ventura. Delaney’s role was to work with incarcerated parents who had issues with Family Court, DCYF, co-parenting, and to provide parenting education programming. On his LinkedIn profile, Delaney said he had “lived experience with child protective services”; court records show that a DCYF investigator was involved with his family in 2019.

In May, a preteen girl told her mother that Delaney had sexually abused her for about three years at his home, starting when she was 3. The mother called Day One Rhode Island, an agency that supports survivors of sexual abuse, and the police, according to an affidavit by Glocester Police Lt. Jeffrey Jenison who investigated the case.

The state police and Department of Corrections worked together and arrested Delaney, and then turned him over to Glocester police.

“He has since been barred from our facilities in his professional capacity as the legal process takes place,” Ventura added. A spokeswoman for DCYF did not answer questions about Delaney’s status on Tuesday, but told WPRI that he was no longer an active member. The Parent Support Network of Rhode Island did not respond to the Globe’s request for comment.

Delaney was arraigned Friday at District Court in Providence, where a judge ordered him held without bail. No plea was entered on the charges, which is standard for felony charges at the District Court. A status conference is scheduled for Wednesday.
