The report highlights the importance of sustained budgetary support and air defenses to make meaningful progress on reconstruction possible. It also explores how Ukraine can meaningfully contribute to Europe’s strategic autonomy at large through innovation, energy security, and diversified supply chains. Finally, the report shows how important it is to start now, war notwithstanding. 

The discussion will focus on tangible strategies for reconstruction to be implemented after the 2024 Ukraine Recovery Conference, which will take place in Berlin the following week.
