Programme Background:

Transparency International Defence and Security is looking for an external evaluator to assess our project funded by the Netherlands Ministry of Foreign Affairs “Protecting human security by tackling the vicious cycle of corruption, instability and conflict” (the Programme). The project began in October 2021 and will conclude end of January 2025. We expect the evaluation to be commence in early Aug and conclude with the final report published at the end of September.


Purpose

The purpose of the evaluation is to:

  1. Ascertain results (output, outcome, impact) and assess the effectiveness, efficiency, relevance and sustainability of the programme.
  2. Identify lessons on what has worked and provide recommendations for future programme design and implementation.


Scope

The scope of the evaluation includes activities implemented under the current iteration of the Programme (October 2021 to date). Lessons from the previous iteration as well as other evaluations and reviews should also be considered.


Timeline

August 1 2024 - Start of the evaluation

13 September 2024 - submission of Draft Evaluation Report

30 September 2024 - submission of Final Evaluation Report


Methodology

Type of evaluation: Outcome Evaluation


Evaluation methodology:

  • Quasi-experimental: before-and-after comparisons in key countries and institutions via case studies. Five case studies are foreseen: Nigeria, Niger, Mali, Tunisia, and EU.
  • Outcome mapping: analysing changes in behaviour, relationships, activities or actions of people, groups and entities of boundary partners.


Furthermore, the evaluation will be informed by the below methodologies:

UK’S ESRC/DfID guidance on defining research impact to assess the following types of outcomes and preliminary impact from TI-DS’s research.The Centre for Evaluation Innovation’s Advocacy Strategy Framework will inform the analysis of outcomes and preliminary impact of TI-DS’ advocacy efforts.


Evaluation Questions

The following evaluation questions, drafted in line with the OECD DAC criteria, will be at the centre of the evaluation. They may be reviewed during the evaluation’s inception stage.


  1. Relevance: To what extent did the project’s support of TI chapters and civil society align to global, regional, and national priorities?
  2. Coherence: To what extent were the project’s interventions coherent across local, national, and international levels? Was TI-DS able to use internal interlinkages to bring about synergies?
  3. Effectiveness/Impact: To what extent is the project expected to achieve its outcome and impact-level objectives? If so, how is this being achieved, and what are the key obstacles?
  4. Effectiveness: Have unintended outcomes (positive or negative) from TI-DS’ interventions been identified?
  5. Efficiency: To what extent did the project’s learning systems facilitate more effective and efficient programme implementation? This should include the lessons from previous programme iterations (e.g. GDI 2020 review).
  6. Efficiency/Value for Money: To what extent were resources appropriately used during implementation?
  7. Sustainability: To what extent are international, regional, and national positive effects likely to continue, should budget support not be extended?


A number of back up questions are suggested, should any of the primary questions be removed:

  1. Relevance: To what extent did the programme successfully adapt to changing global, regional, and national contexts during implementation?
  2. Coherence: To what extent were the programme’s interventions consistent with international norms and standards on human rights, gender, and the environment?
  3. Coherence: Were the programme’s set of interventions coherent with those of other TI chapters and actors in the sector?
  4. Coherence: Was TI-DS able to minimise internal gaps and overlaps?


Reporting Requirements

The outputs of the evaluation are listed below. Their expected delivery date is detailed in the Evaluation workplan.

  • Inception Report
  • 2 workshops with the TI-DS Team
  • Draft Evaluation Report
  • 1 Findings workshop with TI-DS team and chapters
  • 1 Findings workshop with Netherlands MFA
  • Final Evaluation Report, including Executive Summary, Recommendations, and Annexes that detail interviews conducted and documentation analysed.


Evaluator: Team Leader (TL) – Global and Regional Network

Estimated number of days work: 32

Based in: EU or UK

Travel: London, Brussels

Essential experience:

  • 15+ years of evaluation experience
  • Experience in leading evaluations
  • Experience in evaluations on anti-corruption and/or defence and security
  • Experience analysing impact at multi-lateral level (UN, EU, NATO etc)

Optional experience:

  • Experience working on Netherlands MFA evaluations


Evaluator: Key Expert 2 (KE2) – Sahel/West Africa

Estimated number of days work: 31.25

Based in: West Africa

Travel: Nigeria and others if security allows

Essential experience:

  • 10+ years of evaluation experience
  • Experience in anti-corruption evaluation
  • Evaluation experience in Sahel/West Africa
  • Experience in conflict and security, peace building
  • Languages: French and English

Optional experience

  • Experience evaluating anti-corruption programmes in the defence and security sectors


Evaluator: Key Expert 3 (KE3) – Tunisia Expert

Estimated number of days work: 17

Based in: Tunisia

Travel: Tunisia

Essential experience:

  • 10+ years of evaluation experience
  • Experience in anti-corruption evaluation
  • Evaluation experiences in Tunisia
  • Experiences in conflict and security, peace building
  • Languages: English and Arabic

Optional experience:

  • Experience evaluating anti-corruption programmes in the defence and security sectors
