Operating HGVs in London – New DVS safety equipment guidance published We are pleased to share an explainer to help firms operating HGVs in London understand new safety equipment technical specifications. https://lnkd.in/eDiqDMVg Hauliers operating trucks of more than 12-tonne gross weight must comply with new Direct Vision Standard (DVS) Progressive Safe System (PSS) criteria in the capital from 28 October. Following our request, we have secured more clarity on the technical specifications from Loughborough University who designed the new standard on behalf of Transport for London (TfL); this was after many hauliers told us it wasn’t clear what equipment they needed to fit to comply. They’ve set out in their explainer what DVS-compliant Blind Spot Information System (BSIS) and Moving Off Information System (MOIS) should and shouldn’t do. They say that this document will help operators upgrading their trucks to better understand which systems comply with TfL’s new standard. The Loughborough University Team stresses that they aim to clarify the meaning of the already-published TfL technical specifications in plain language and the reasoning behind them – and their explainer doesn’t set out any new requirements. They strongly recommend hauliers test equipment on an operational vehicle before investing to be satisfied that all use cases for the trucks are included in driver testing – they offer advice on this element. We would like to thank the team at Loughborough University for listening to our feedback to help clarify DVS requirements for hauliers. However, we are still concerned at the timeframes TfL has set our industry to be fully compliant with PSS. We are fully committed to helping implement the new standard smoothly and improve safety on our roads, but there are more than 200,000 trucks in-scope needing upgrading amid concerns about availability, volume, affordability and reliability of equipment. We’re therefore urging TfL to extend the implementation grace period for at least 12 months to help operators upgrade. We expect officials in London will release a market readiness report in July which will help TfL better understand this picture. In the meantime, we want you to tell us how ready you are for the 28 October PSS launch. Today, we’re publishing an economic assessment report on inconsistent police restrictions on the movement of abnormal loads. You’ll know we’ve led a lot of work over the last year to tackle these issues after hauliers told us that some forces were applying rules inconsistently and charging for their services to escort loads even when they’re not required. We brought together the ‘Abnormal Loads Group’ – made up of trade associations, stakeholders and operators – to find solutions as firms said police actions were delaying projects and increasing costs. We commissioned a report from the Centre for Economic and Business Research (CEBR) which articulates impacts on the industry, related sectors and the wider economy – and sets out our recommendations to minimise them. The report has concluded that the total costs in terms of economic output, measured as Gross Added Value (GVA), stands at up to £584 million per annum, underscoring the substantial economic consequences associated with heightened driver downtime. The report also reveals that increased regulatory demands have led to reduced activity for hauliers, resulting in wasted time and decreased revenue with significant economic losses amounting to up to £171 million per annum. Following release of papers today in advance of a crucial London Councils meeting next week, a proposal is being put forward to extend the Direct Vision Standard (DVS) grace period to six months from 28 October. We understand that Transport for London are recommending that hauliers operating in the capital should have an extra three months to get their lorries compliant with the new standard. If this is approved, enforcement of the new Progressive Safe System (PSS) will begin from 4 May 2025. The new standard is launched on 28 October 2024. Councillors are meeting on Thursday (18 July) at the London Councils’ Transport and Environment Committee’s AGM where a decision is expected on the recommendation. DVS Update 4/6/24 Hauliers operating HGVs of more than 12-tonne gross weight in London will need to comply with new Direct Vision Standard (DVS) Progressive Safe System (PSS) criteria from 28 October. To operate in the capital, trucks that will be impacted must be fitted with updated and fully compliant kit. Many operators tell us that they won’t be ready for the launch date. There’s still some confusion about what equipment will be considered up to standard and compliant. We continue to have regular discussions with TfL to provide the clarity needed. On 31 May, TfL published some further clarity on the required specifications on their website, you can find this below 👇 https://lnkd.in/eTBpNYfu We’ve made it clear to TfL that the three-month grace period isn’t enough time for our members and others in the industry to prepare for the new changes. Three-quarters of operators said in a recent survey that they aren’t confident they’ll be ready in time, with 80 percent saying they need more time. Many highly trained drivers also have negative perceptions and experiences of driving in the capital. Over 95 percent of firms have reported that their drivers don’t feel valued driving in London. There are concerns too about the availability, volume, affordability, and reliability of approved equipment. As things stand, there could be considerable financial implications for many businesses who are unable to upgrade their fleets, with officials imposing daily charges of £550 on those operating in London which don’t meet the new standards. It's estimated that 216,000 trucks are affected by the new requirements. Doubts remain about the operational capacity of kit installers to service the growing demand in a timely fashion. For that reason, we're calling for the grace period to be extended by at least 12 months, we also continue to seek further support from TfL, such as a Helpdesk, to assist firms on implementing the new requirements. We have been informed that a final decision on the length of grace period has now been pushed back to 18 July due to the General Election. We'll continue to be a voice for members and the industry to share concerns, seek assurances when required and we will continue to work collaboratively to find solutions to outstanding issues. We will be conducting another survey next week on industry readiness for this new specification in October.
