There has been an increasing focus on the importance of ‘localisation’ within the aid sector, to the extent that it has been described as the latest buzzword. There are many different ways to define the goals of localisation: from an increase in resources going directly to local organisations, to ‘shifting the power’ through yielding greater autonomy to local actors, to respecting their ‘ways of being’. And then there is the critical issue of ‘who is local?’

And then there is the critical issue of ‘who is local?’
Drawing on Maia King’s research on ‘Why does local agency matter?’, our impact team has developed an innovative new Decision Mapping Tool (DMAT) that can help practitioners to pursue the localisation agenda. The DMAT enables practitioners to explore and reflect on who is making key decisions across the programme cycle of a given aid intervention, and how. The DMAT was piloted in four programming contexts in Kenya and India, to explore how it could be used, and to improve its design. This policy brief outlines the tool, and presents some key insights from the pilots, illustrating how the DMAT can be used to support a process of mapping and reflection on decision-making power within aid interventions. -
How performance targets can ingrain a culture of 'performing out': An ethnography of two Indian primary healthcare facilities.

This can lead to empty compliance and 'performing out', whereby managers and providers manipulate or inflate data to create the false impression of a functional system. While this is a well-recognised pitfall of audit-style performance accountability processes, the social processes by which these practices emerge has not been well described in the literature. In this paper, with a focus on maternal and newborn care, we seek to better understand how and why the practices of 'performing out' occur, and their implications for health system functioning, organisational culture, and quality of care. We do this through a focused facility ethnography undertaken in two primary healthcare facilities in an eastern Indian state. In the longer term, the habituation of 'performing out' contributes to a systemic orientation toward sub-par performance, undermining quality of care.

This peer-reviewed research paper published in the Commonwealth Journal of Local Governance examines the application of organisation development principles to rural local self-government bodies in Karnataka, India with the objective of developing their organisational capacity and improving their efficiency. The paper illustrates the methodology used, its implementation in action research mode and a critique of the challenges faced as it was scaled up to include new areas.
