Here's how you can fulfill the key responsibilities of a philanthropy program officer.
While this has been growing in importance within philanthropy circles for many years now, it is also important to pause and realise that not every important problem lends itself well to clear and effective impact measurement. A strict adherence to this as a critical obligation for funding risks driving funds primarily towards more narrow and/or shorter-term problems for which impact measurement is easier to perform with more robustness. However, there are messy, multi-variable, complex and long-term problems which resist clear and effective impact measurement that are still essential to fund and help alleviate (if not solve).

Here's how you can fulfill the key responsibilities of a philanthropy program officer.
One of the most important shifts in the philanthropic process is the continuing evolution away from funder/donor-led processes driving the allocation of charitable capital and an increased role for beneficiary-led prioritization of philanthropic funds. Those closest to the work that is most needed are often best placed to allocate resources. That doesn't mean donors and funders can or should blindly make grants, but a positive change has been the adoption of more of a partnership mindset than that of gatekeeper.

One key aspect to crafting strategy is ensuring that the "voice of the beneficiary" is in the room and around the table when the long-term vision and measurable impact goals are being set. There are way too many examples of extremely well-intentioned efforts going awry, which might "only" be that they fail to achieve the stated objectives, but can sometimes actually worsen conditions and outcomes over time.
