Defects are not Damage, Damage is not a Defect Defects are often colloquially referred to interchangeably with damage; however, this conflates cause and effect in a way that can lead to confusion regarding repairs, dispositions, and root cause analysis work. Defects are usually observed through damage but, in many cases, may never manifest as damage due to variations in blade loading, environmental factors, inherent safety margins in the design, and operational changes. Repairs can be utilized to address damage and, in some cases, can reinforce against defects. This, however, requires a deep understanding of blade fundamentals, the manufacturing process, operational constraints, and appropriate scoping of a repair. The value in an RCA is generally associated with defining risk populations and options for future risk mitigation. AFRY has proudly supported the Norwegian authorities (NVE) in studying the cost and Levelised Cost of Energy (LCoE) levels of 20 new areas for offshore wind development. As part of the process to identify the costs of different offshore wind technologies, AFRY was selected by Norwegian authorities (NVE) to create a comprehensive offshore wind cost database and set up a customised LCoE model for detailed scenario analysis modelling of LCoE. Although AFRY’s assessment took place in 2024, the 30 GW of offshore wind projects were scheduled for completion by 2040. Consequently, this study played a crucial role in advancing Norwegian offshore wind development and supporting the energy transition. AFRY's assessment illuminated key factors concerning the cost levels of both fixed and floating offshore wind projects, as well as various grid connection technologies. Additionally, AFRY modelled the LCoE levels to help the Norwegian authorities (NVE) evaluate and compare different scenarios, such as the economic viability of each proposed area under varying market conditions. The study focused on providing detailed insights into each of the 20 areas proposed for offshore wind development, including specific geographical, environmental, and logistical considerations. At AFRY, we understood the importance of realistic LCoE figures in turning future plans into actual offshore wind projects. Our hands-on engineering and development background formed the basis for our site design and cost models, which considered all detailed site, supply chain, financial parameters, and developments.
