A critical step is understanding, defining and developing your brand's distinctive assets and ensuring these are foundational for your brand guidelines. Personally I believe the most effective brand guidelines are inspirational, rather than restrictive, providing a platform for creativity that allows the brand to come alive across channels, geographies, product/services etc.
