I must confess that I was not a strong believer in business study tours. That’s why I was a bit apprehensive when faced with the task of organizing a study tour in #Croatia through Inter-American Development Bank as part of the EUR5M facility we established together. However, I was pleasantly surprised to discover that it was one of the most rewarding and enlightening experiences of my #career. We should never underestimate the power of true in-person #human #connection to build #trust and strengthen #bonds. Below is a bit of what happened. The #challenge: design an engaging and in-depth agenda regarding extended school day policies, in three days, during which #Education #Ministers and authorities from #LAC and #Croatia would exchange and learn with each other. Our team: on IDB’s side, Tamara Vinacur Alejandra Forero Pablo Chiesa and myself with the support of Loren Lopez Gelb and Jorge Bazan (He/él) Jorge Cuartero Montilla. On Croatia’s side: Monika Milčić, Stasa Skenzic, Iva Ivanković. Our white knights called later: @maria sol sazatornil Tajana Sušić. Some say that trauma builds strong bonds. I say that having a clear goal, with a lot of hard work, resilience, and mutual kindness, we've built unbreakable and lasting partnerships. Thank you, thank you, thank you! Only we know how and why we got this far 😊 Shout out to Mercedes Mateo Diaz for her guidance all the way and Ferdinando Regalia. The participants: We managed to secure 17 representatives from 7 #Latin #American countries, 3 civil society experts, 14 high-level representatives from #Croatia’s Ministry of #Finance and Ministry of #Science, #Education and Youth, and a small IDB team. This means a whole delegation of 45 people – among whom 15 Ministers/Deputy Ministers, speaking 4 different languages. I don’t have enough words to thank you for your trust, willingness to learn and exchange, professionalism and friendship. The agenda offered everyone the opportunity to speak their minds on the topic – including #students, #teachers, school #directors and #parents. We learned from each other’s successes and failures, building an environment of mutual trust and respect. We also get to know excelling agencies such as CARNET - Croatian Academic and Research Network and its providers, and engaged with private sector experiences such as Infobip and JEDINSTVO KRAPINA. Finally, Croatia’s Prime Minister received the delegation in his cabinet for a meeting. These past few days filled my heart with hope in international cooperation and renewed my energy to face complex challenges together! Much more to come. Last week in #SanSalvador, I joined an amazing group of experts to discuss the launching of the 2023 GEM Report UNESCO for #CentralAmerica, together with UNESCO, the MoEST and the support of the Inter-American Development Bank. I had the opportunity to be on a panel with the Minister of Education, Science, and Technology from El Salvador. Based on the findings of the subregional report presented by Laura Stipanovic, we highlighted the challenges and advances in El Salvador, #LatinAmerica and the #Caribbean for #accelerating #learning through #digital #technology integration into public #education. Deputy Ministers and authorities from the Ministries of Education from #CostaRica such as Fressy Aguilar, #Guatemala, #Honduras, and Mendy del Socorro Arauz Silva from #Nicaragua also presented their experience and best practices for #transforming education. Finally, I joined an exciting round table with USAID, UNICEF and Fiction Express Education on how technologies can impulse educational transformation through different stakeholders, engaging civil society, private sector and other inter governmental actors. This was my longest business trip since I've joined the Inter-American Development Bank - and it couldn't have been better. As alternate team leader of a 90 million IDB investment and a 5 million GPE grant in Guyana, I had the opportunity to meet and co-create with representatives of the Ministry of Finance, Ministry of Education, local education officers and key stakeholders, under the leadership of the amazing Sabine Rieble-Aubourg. The main objective of IDB's investment is to improve Guyana's primary education by enhancing its quality and equity for over 9 thousant students. To do so, we are building 6 new schools with climate resilient and ethnodesign techniques and rehabilitating over 19 hinterland schools, that concentrate vulnerable and indigenous children. By strengthening the Ministry of Education's institutional capacity, it will enable the delivering of quality educational services to vulnerable and special education needs and disabilities students, through tutoring programs, intercultural bilingual education and digital platforms. Through the GPE grant, we are assisting the government in reviewing their educational funding mechanisms, developing formulas and objective criterias to improve the allocation of resources (financial and teachers) more efficiently and equitably. A training will be offered to school principals and headmasters on contextually relevant leadership. I'm really excited to start the implementation phase of this project with such an amazing team from the PIU, MoE, MoF and partners, together with Gregory Elacqua and Gonzalo Almeyda and many others! On this #International #Women's #Day, I wanted to celebrate this image: the opening panel of the Inter-American Development Bank annual meeting, with #gender parity, #regional and #racial diversity, in a high-level discussion on #finance and #education. Yes, there's still a long way to go. But to have outstanding #Latinamerican and #Caribbean women such as Marsha Smith, Ursula Peres and Mercedes Mateo Diaz as keynote speakers discussing #budget, #planning, and innovative #investments for education, in one of the world's most relevant finance institutions, is an #accomplishment — and I'm honored to have contributed to making it happen.

"Learn to change the world". Yesterday I had the amazing opportunity to put this great moto into practice by #teaching a class and #learning with inspiring #leaders at Harvard Graduate School of Education. A huge thanks to Prof. Seiji Isotani, team Ig Ibert Bittencourt @Diego Demerval Nam Nguyen and #students for inviting me as a guest #lecturer on #educational #technologies and #public #policy in resources constraints environment. Critically reflecting upon the #challenges, #opportunities and #lessons that I've learned in the past 8 years dedicated to this topic, has been an #insightful #journey. Also, thank you so much Harvard Brazilian Association (HBASS) and Vinicius Bueno Isabela Nogueira Reis and Thomaz Galvão for organizing the intimate #talk with #Brazilian associates. Your clever questions and comments made me deeply assess my professional, personal and political role in #social policies - and inspired me to move forward for another 16 years on the battlefield. May we never lose our eagerness to keep learning - and changing the world!

Os resultados do #PISA para #AméricaLatina e #Caribe apontam para uma necessidade urgente de melhorar #aprendizagens, principalmente de #estudantes mais vulneráveis. A região está 5 anos atrás dos países da #OCDE e 10 anos atrás do líder do ranking. Nossas crianças e jovens não podem esperar - então, o que fazer imediatamente para apoiá-las de forma efetiva? A #tutoria à distância é uma ferramenta custo-efetiva para acelerar #aprendizagem especialmente com estudantes em #defasagem. Há algum tempo o Inter-American Development Bank vêm trabalhando na sistematização de evidências, execução de pilotos e implementação de avaliações rigorosas sobre o tema e agora coloca à disposição um #toolkit para apoiar redes de ensino na implementação de programas de tutoria remota. Neste modelo, as tutorias consistem em chamadas telefônicas de 20 minutos, feitas 1 vez por semana durante 8 semanas com estudantes para tirar dúvidas e reforçar conceitos específicos. Estes estudantes aprendem 30% mais rápido do que os que não recebem - isso significa que, em seis meses é possível eliminar a defasagem de um ano no aprendizado. Além disso, trata-se de uma intervenção bastante econômica: o programa pode alcançar até 40% do aprendizado em habilidades básicas para cada US$ 100 investidos por estudante.
