In every project, there are 3 interrelated variables: Budget, Time, & Quality. You can do something fast and cheap, but quality will suffer. You can do something great quality at low cost, but it might take a long time (i.e. “bootstrapping”). So having the funding & resources is going to drive your ability to deliver on timelines, and to deliver a quality project. As we move from relatively simple projects to complex programs, the same basic logic applies. Only now we also have to consider that programs may benefit from central resources, such as a project management office (PMO). We also have to consider complexities of shared resources. Ultimately, proper resourcing & funding centrally and in projects enables success.

clear governance of programs is essential to ensuring complex programs, often made up of many projects with diverse timelines and budgets, can deliver consistent results. While a single project may have a sprint to the finish line that delivers for the project, as program managers, what we want to look for instability and clear governance that allows us to make decisions on where we can allocate heavy resources (such as intense periods project sprint) with where resources may be pulled away from other projects. When these decisions appear to be subjective or arbitrary, people and project suffer. This is why I having a clear, transparent governance structure is so critical to ensure in programmatic success in the long run.

Where I see a lot of young, innovative, organization, struggle is, there’s too much flex. Project leaders and people leaders alike. Don’t know what to expect, which can build a culture of intentionally over, budgeting to protect their own projects. As a result of these organizations, program management and executive leadership may not get a clear picture of spend— an actual may be very different from projected. It’s important to have a transparent culture, enabling project leaders to build realistic “most likely“ rather than “best case“ or “worst case“ budgets.
