Pushbacks: what will change in the ECtHR jurisprudence on collective expulsions? Two months ago, the C.O.C.G. and Others v. Lithuania case (in which I represent the Applicants) was relinquished by the ECtHR to its Grand Chamber. Now, the case R.A. and Others v. Poland (in which Małgorzata Jaźwińska and Agata Bzdyń represent the Applicants) has also been relinquished to the Grand Chamber. Both cases concern pushbacks (informal removals) of asylum-seekers at the EU borders with Belarus. The double relinquishment is hardly a coincidence. As Maja Lysienia, PhD rightly points out below, the Chamber's jurisdiction can be relinquished when the case invokes a serious question affecting the ECHR's interpretation, or when there may be an inconsistency with the previous ECtHR's judgment. Thus, some change in the Court's jurisprudence - most probably concerning Article 4 of the Protocol no. 4 - may be expected soon. Fingers crossed that the change will be grounded only on the facts and the law, and that it won't be negatively influenced by political stances concerning the protection of EU external borders.

I answered Health Market's questions about the future of public mental health in Europe: "We asked a mental health expert, who heads the European Commission's best practice programs (EAAD-Best, MESUR) in Poland in the field of public mental health, for his opinion on the latest pillar of the European Health Union, which is precisely mental health, in the context of the upcoming elections. - Voting itself is already a healthy manifestation of the voter's exercise of potential. It allows them to identify those who will promote the maintenance of health and recovery of their fellow citizens - because they understand the importance of such an approach to mental health that is comprehensive, multi-sectoral and works across different public policies. And this is precisely the European Union's new approach to mental health, developed in the passing term of the European Parliament and the European Commission. Perhaps not coincidentally, since the Commission is headed by a doctor and the Directorate-General for Health by a psychologist, comments Dr. Piotr Toczyski*. - And how do you locally recognize people who are committed to the EU's New Comprehensive Approach to Mental Health? They are those who favor interventions from the European Commission's catalog of best practices for public mental health. Some are already involved (sometimes en masse) in local anti-depression alliances, others in introducing and distributing (also en masse) to school psychologists the non-commercial iFightDepression workshops created and developed in the EU's research and health programs. This is not advertising a product - the iFightDepression name is already written into EU policies as filling a gap in national capacity to respond to health challenges, the expert points out. Still others, he adds, are looking to Poland to test good Austrian or Belgian practices as part of EU activities developed under the banner of so-called joint actions. - Polish patients should be all the more eager to go and vote, since in this part of Europe national mental health policy is often based on stigma, shame, denial and even discrimination and violence. EU membership brings new prospects for the health of Poles - after all, so-called digital mental health itself has become accessible in Poland precisely thanks to the EU, Dr. Toczyski stresses. - And a few more words about voting as a healthy manifestation of exercising one's potential. Participation in democratic public life through voting gives us a sense of individual agency (because the vote was cast, not withheld), group power (because others vote too) and, above all, makes us autonomous adults in place of a complaining victim (because we exercised our rights as best we could). Let us be reminded of the importance of mental health in the election of candidates by the more than one billion euros from the EU budget already allocated to strengthening the mental health of EU citizens and newcomers to the community," he concludes."

EUROBAK held an online meeting with the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, with the First Vice-Minister, Mr. Akmadi Sarbasov and the representatives from the Committee of Migration Service of the Ministry of Internal Affairs of the Republic of Kazakhstan. We clearly understand how important the work of the Ministry of Labour plays a key role in the formulation and implementation of public policies in the field of employment, social insurance and labour protection. Its tasks are multifaceted and extremely important, because their success depends not only on the economic development of the country, but also on the quality of life of people. Iron and steel sector contributed 5.7% to the GDP of Ukraine in 2023! https://lnkd.in/d4_-DXJA The iron and steel sector of Ukraine was one of the most suffered from the Russian invasion of Ukraine, stated in the study of GMK Center “Economic impact of iron and steel sector of Ukraine 2023”. It’s an annual study of the contribution of iron and steel sector to socio-economic development of Ukraine. Output of iron and steel in Ukraine in 2023 was 71% lower compared to 2021. But nevertheless, the iron and steel sector remains basic for the Ukrainian economy, contributed 5.7% to the GDP in 2023, incl. supply chains. Pre-war, the contribution of the iron & steel industry to Ukraine’s GDP was 10.3%. #Ukraine #steel #GDP #impact #war

Lithuania, like the rest of the Baltic states and Poland needs to adapt a strategy of Total mobilization. Barring, certain ages, the very young and the infirm. Lithuania needs to be able to mobilize most of its population to resist. The territories are too small (defense in depth) and at the same time too large to defend with only a small professional army (Front line too large to defend with the forces available). With IHI (Imminence of Hostility Indicators) the vulnerable population needs to be immediately evacuated, everyone else needs to go to their preassigned units and locations and be prepared to stop the advance of the Russians. This mobilization needs to be planned, reversed and personnel trained in what they will do. The size of the territory that would have to be conquered by the Russians is not very large, they have the numbers, to do so, especially if they win in Ukraine (Which I believe WILL NOT HAPPEN), but we need to be prepared not only "Just in Case" but also to send a message, that this PORCUPINE will not let itself be eaten!!! The time to do this is now, before the need arises. Yes, the regular army needs to be increased, but a certain part of it needs to be the cadre for the local indigenous self-defense units. People can be matched to the skills, and capabilities that they have, (You don't have to be an Olympic athlete, to fly a drone, or man a commo center, or drive a vehicle.
