Hanns Seidel Foundation (HSF) works in the service of democracy, peace and development in Bavaria, Germany and beyond. Being part of the broader German development cooperation, the Munich-based foundation is currently implementing more than 97 projects in about 71 countries worldwide, including Pakistan. HSF is the first German political foundation to work in Pakistan: since 1983 HSF has strengthened parliamentary and academic structures while pursuing a partnership-based approach that focuses on ownership by local organizations and transparency. How does federalism work in Pakistan and what was the joint strategy of federal and provincial governments during COVID-19? Mr. Lal Zaman from Hanns Seidel Foundation Pakistan gave a presentation during the #WinterSchoolFederalism by Eurac Research. He talked about federalism in Pakistan and the federal structure of Pakistan with a special focus on the NCOC model during COVID-19 as an example of Cooperative Federalism. Furthermore, he outlined the joint role of federal and provincial governments during crises such as the recent floods in Pakistan.
