Death of 2-year-old boy ruled homicide after drugs found in system

The death of a toddler in a Lower East Side shelter back in June has been ruled a homicide after drugs were found in his system, authorities said early Wednesday. 

Officers found 22-month-old Charles Rosa-Velloso just after 4 a.m. June 17, lying face-down in a bed and covered in vomit inside the Urban Family Center on the Lower East Side, cops said. 

EMS rushed Charles, who was unconscious and unresponsive, to NewYork-Presbyterian Lower Manhattan Hospital, where he was pronounced dead. 

The medical examiner determined that he died of acute intoxication — and a combination of fentanyl, cocaine, and p-fluorofentanyl was discovered in his system, cops said.

No one was in custody in connection to his death as of Wednesday morning. 

Charles was one of several young homicide victims across the city in recent months. 

Julissia Batties, 7, was found dead in her mother’s Bronx apartment Aug. 10, with autopsy results showing the girl died of “blunt force abdominal trauma.”

Julissia’s 17-year-old half-brother — who allegedly admitted he punched her eight times in the face prior to her death — has been interrogated by detectives.

Also in the Bronx, Legacy Beauford, 1, was killed when his mother’s boyfriend Keishawn Gordon allegedly punched the crying baby, breaking his ribs and lacerating his liver.

Law enforcement sources told The Post at the time that Gordon then took a toothbrush and sodomized the boy with it.

Other victims included Aisyn Gonzalez and Jaycee Eubanks, both 4 and from Brooklyn.
