Travelers from states on quarantine list must submit form, or face $2K fine: Cuomo

Travelers flying to New York from the 19 states experiencing an uptick in coronavirus cases on Gov. Andrew Cuomo’s 14-day quarantine list will now have to fill out a special identification form upon landing — or else face a $2,000 fine.

“We have done a quarantine for the highest risk infection states, we know there’s been instances of noncompliance. Noncompliance can lead to outbreaks,” the governor said during a briefing in Manhattan Monday.

“We’re going to have the Department of Health issue an emergency health order today that will mandate that out-of-state travelers from the states that are quarantined must provide a location form before they leave the airport.”

The order follows an outbreak over the weekend in upstate’s Rensselaer County, after a reported COVID-19 spike was linked to travelers that had been in Georgia.

“The airlines will hand it out on the plane. It will also be available on the web. You have to fill it out electronically or you have to fill out the piece of paper on the airplane,” he added.

“You must give officials at the airport your form that says where you came from and where you’re going before you leave the airport. It will be enforced in every airport in the state of New York. Downstate, Port Authority will enforce it. If you leave the airport without providing the information, you will receive a summons immediately with a $2,000 fine.”

“If you leave the airport without filling out the information, not only can you have a $2,000 fine, you can then be brought to a hearing and ordered to complete mandatory quarantine. Okay?” he said.

Cuomo announced last month that travelers coming into New York, New Jersey and Connecticut must complete a 14-day quarantine order if they are coming from states seeing a spike in virus cases.

That travel advisory presently includes: Alabama, Arkansas, Arizona, California, Delaware, Florida, Georgia, Iowa, Idaho, Kansas, Louisiana, Mississippi, North Carolina, Nevada, Oklahoma, South Carolina, Tennessee, Texas and Utah.
