A Michigan man could face life in prison after admitting to cops that he’s the notorious “Cascade Flasher” — the serial perv who’s been turning stomachs in the western part of the state since the Clinton administration.
Kent County deputies spotted Steven Todd Pastoor Wednesday as he stood naked from the waist down outside an apartment building, and peeped in a window, police said in court records obtained by MLive.com.
Cops followed Pastoor, 54, of Grand Rapids, and arrested him at a nearby parking lot, where, still half-nude, he began strolling toward I-96, investigators said.
“He admitted to the repeated exposures dating back to the late 1990s,” Deputy Paul VanRhee wrote in a probable cause affidavit.
Police said Pastoor, who has been charged with indecent exposure by a sexually delinquent person and aggravated indecent exposure, is suspected of exposing himself dozens of times in Cascade Township dating back to 2003, MLive.com reports.
Pastoor, who had been dubbed the “Cascade Flasher,” was identified as a suspect in January after he began targeting one woman who later installed security cameras at her home, the Detroit News reports.
It’s unclear what prompted Pastoor — who has been released after posting bond — to allegedly confess. Messages left for him and Kent County deputies were not immediately returned Tuesday.
Deputies in Kent County claim Pastoor terrorized victims at homes, offices and parking lots, often knocking on a window to attract attention before fondling himself.
He also exposed himself on highways, waving while being partially nude, police said.
“In many of the incidents, the suspect would be attired in a hat and shirt, but nude from the waist down,” VanRhee wrote.
Kent County investigators have not seen indecent exposure allegations “of this magnitude” before, Sheriff Michelle LaJoye-Young said.
“We’ve devoted a lot of resources on this guy, trying to find the guy,” LaJoye-Young told MLive.com.
If convicted of indecent exposure by a sexually delinquent person, Pastoor could receive anywhere from one day in jail to life in prison, the website reports.
