‘Panty-munching’ cop Victor Falcon sues NYPD, city

The NYPD officer who accused his boss of shoving her filthy panties into his mouth during an argument is suing the city and a handful of higher-ranking officers, alleging they’re trying to drive him from the department because he complained.

In his lawsuit, so-called “panty-munching” cop Victor Falcon claims a number of officers, including underwear owner Sgt. Ann Marie Guerra “launched a retaliatory campaign to silence the plaintiff and force him from the job by any means necessary.”

Those means included attempting to have him admitted to a psychiatric ward, giving him bad assignments, and writing him up for fake infractions, according to the Brooklyn federal court lawsuit.

The document — which includes sections labeled as “good cop” for Falcon and “bad cop” for Guerra — claims Guerra unraveled in October 2018 after Falcon confronted her about leaving her soiled undergarments in the 72nd Precinct’s unisex bathroom.

“In a fit of rage, defendant Guerra ignored all protocol, retrieved her soiled underwear and violently shoved them into Falcon’s mouth and then aggressively rubbed them all over Falcon’s face,” the suit reads.

“The sexually-charged and violent gender-motivated assault left Falcon traumatized and in shock,” the complaint says. “Guerra screamed in (Falcon’s) face, ‘See? They are f—ing clean!’”

The suit, which is requesting unspecified damages, also claims Guerra mocked Falcon’s penis size and harassed others in the precinct by talking about using a dildo on her husband during sex.

Falcon was recently transferred to the NYPD Narcotics Bureau in Brooklyn, the suit says — even though he was qualified for a transfer to a more prestigious position. He’s also been relieved of his badge and gun.

“We’ll review the case once we are served and respond as we proceed in the litigation,” a Law Department spokesman stated.

The NYPD did not immediately return a request for comment.
