Boy allegedly abused by foster dad sues service for ignoring warning signs

A foster child who allegedly endured 11 years of unimaginable horror at the hands of his Long Island foster father has filed suit against the placement service that put him there, for allegedly ignoring blatant signs of physical, sexual and emotional abuse in the home.

“For years, [the SCO Family of Services] turned a blind eye to complaints and red flags about Cesar Gonzales-Mugaburu,” the Brooklyn federal court suit reads. “As early as 1998, complaints about him as a foster parent began to emerge and continued for the next two decades.”

The papers claim the “madman and pedophile” Mugaburu, 60 — who was arrested by Suffolk police in March 2016 — had the help of two SCO employees who would notify him about unscheduled visits.

The SCO did not immediately return a call for comment. Gonzales-Mugaburu faces multiple counts of sexual abuse.
