Laura Kightlinger (below) is pulling double-duty these days, co-starring on HBO’s “Lucky Louie” and headlining “The Minor Accomplish ments of Jackie Woodman,” her new series premiering Friday (11 p.m.) on IFC.

Kightlinger, who plays Tina on “Lucky Louie,” cre ated “Minor Ac complish ments,” which re volves around two best friends (Kightlinger, Nich olle Tom) and their adven tures trying to succeed in Hollywood. Azura Sky and Patrick Bristow round out the cast; Bob Balaban is an executive producer.

Kightlinger’s written for a number of TV shows includ ing “SNL,” “Will & Grace” and “Roseanne” – where she had a recurring role as Nurse Sheila.

An addendum to our “Chat Fight” story yesterday about “Ellen” taking on “Oprah” at 4 p.m. here in New York:

Daytime’s two popular court shows, “Judge Judy” (Judy Sheindlin) and “People’s Court” (Marilyn Milian) will also duke it out at 4 p.m., “Judy” on Ch. 2 vs. “Court” on Ch. 5. “Judge Joe Brown” moves to noon on Ch. 4.

Not good news for ABC, meanwhile, for “One Ocean View,” its new reality series set on Fire Island. The show managed only 3.5 million viewers Monday night at 10.

Hugh Hefner and his “Girls Next Door,” though, did well in their second-sea son premiere, snaring 1.7 mil lion viewers and a 1.45 hh rat ing on E! – 59 percent better than the show’s ’05 premiere.

Last, but not least:

* Campbell Brown among the special presenters at to day’s Ladies’ Home Journal “Health Breakthrough Awards” lunch.

* Bill O’Reilly’s sitdown with Rudy Giuliani airs to night (8 p.m./FNC).

* The first season of “Des perate Housewives” pre mieres Saturday (11 p.m.) on Lifetime. See what all the fuss was about once upon a time.

* Bill Moyers receives a NATAS Lifetime Achievement Award Sept. 25.

* Thankless PR Job of the Week: Anything connected to Mel Gibson.
