NEW STRAPHANGER RULES LOOM

The MTA tomorrow is expected to approve controversial new rules for straphangers. They prohibit some long-accepted activities, such as walking between cars, straddling a bicycle and putting feet on seats.

Critics say that barring moving between carriages would prevent riders from switching cars in an emergency, but NYC Transit President Lawrence Reuter said 13 people have been killed in the past eight years while doing just that.
