GIFF TAKES OUT TRASH PLANTS

City Council Speaker Gifford Miller won a narrow victory yesterday over Mayor Bloomberg, blocking plans to build three marine waste transfer stations – including one in Miller’s home district on East 91st Street.

The other two stations nixed by the council were slated for south Brooklyn.

Officials said it’s possible that one or more of the three zapped transfer stations – which are key to Bloomberg’s plan for how to handle the city’s garbage – will be shifted to other locations.

Nineteen council members, including many with Miller’s leadership team, voted with the mayor. Observers said the defections indicated Miller is losing his hold on the council.

The vote was not on the city’s garbage disposal plan, just rejecting land use for marine transfer stations in certain areas.

A mayoral veto of the council’s action on the three transfer stations is expected, but it’s unclear if Miller will have the 34 votes for an override.
