RUDY: LET’S GIVE CIVILIAN COMPLAINT BOARD MORE POWER

In a surprise move, Mayor Giuliani yesterday proposed strengthening the much-criticized police Civilian Complaint Review Board and posting detailed precinct-by-precinct crime stats on the Internet.

Giuliani said he wants to give the CCRB the power to prosecute complaints against cops – a change that would strip that authority from the NYPD and give it to the board the mayor has often slammed as incompetent.

Giuliani and Police Commissioner Bernard Kerik said on the mayor’s weekly WABC radio show that their plan would centralize investigation and prosecution of misconduct complaints.

The change could help cops because the CCRB would be more likely to substantiate only those initial complaints it feels are strong enough to stand up under prosecution.
