ARK. PANEL EYES DISBARRING PREZ

WASHINGTON — The Arkansas disbarment committee has drafted a complaint against President Clinton that could end up costing him his law license, sources said yesterday.

Sources said the committee last week sent a copy of its proposed complaint to the Southeastern Legal Foundation, which asked the committee more than a year ago to take away Clinton’s law license for lying about Monica Lewinsky in the Paula Jones case.

The committee’s next step would be to send the complaint to Clinton and his lawyer David Kendall, who would have 30 days to respond. Clinton also could surrender his law license in Arkansas, just as Richard Nixon did in California after Watergate.

The director of the committee, Jim Neal, refused to comment on the case. White House spokesman Jim Kennedy also refused comment, and Kendall didn’t return a call.
