INHOPE is the leading global network combatting online Child Sexual Abuse Material (CSAM). The Network consists of 54 hotlines in 50 countries (as of January 2024) that provide the public with a way to anonymously report illegal content online with a focus on CSAM. Reports are reviewed by content analysts who classify the illegality of the material, which is then shared with local Law Enforcement Agencies and a notice and takedown order is sent to the relevant Hosting Provider. We support hotlines and their partner organisations through training, setting high quality standards and best practices for hotline operations, and ensuring staff welfare. We provide the hotline network with a secure platform called ICCAM that facilitates the exchange of CSAM reports between hotlines and INTERPOL. INHOPE promotes legislative and policy developments that support our vision of an internet free from CSAM. INHOPE is based in the Netherlands and our member hotlines operate across six continents: Africa, Asia, Australia/Oceania, Europe, North and South America. In a borderless digital world CSAM has global consequences and as its distribution grows so do our efforts. In collaboration with the National Center for Missing & Exploited Children (NCMEC), Thorn has launched a report that delves into over 15 million CyberTipline reports from 2020 to 2023 to shed light on the disturbing rise of financially motivated sextortion targeting minors. Financial sextortion, where perpetrators demand money under threats of sharing intimate images, has emerged as a significant threat, with an average of 812 cases reported weekly to NCMEC in 2023 alone. Perpetrators frequently utilise Cash App and gift cards for extortion payments and increasingly exploit encrypted messaging apps to evade detection. The Internet Watch Foundation (IWF) has released their latest annual report, and the figures are staggering. In 2023, the hotline assessed 392,665 reports, identifying 275,652 URLs with child sexual abuse material (CSAM), all swiftly actioned for removal. Out of the 275,652 URLs confirmed as CSAM, 92% showed self-generated child sexual abuse. Shockingly, 15% of the images and videos identified as CSAM involved children as young as 3-6 years old, marking the hotline’s most significant findings to date. In 2023, the IWF was the first hotline to identify new trends in the way that CSAM is being created, shared, stored and distributed by perpetrators. The Child Sexual Abuse Prevention and Education (CSAPE) project is a pioneering initiative led by Pelastakaa Lapset ry - Save the Children Finland. Partnering with organisations from Greece, Albania, Bosnia Herzegovina, and Iceland, this project offers sexual education and early intervention strategies for young adults who might have a sexual interest in younger children. In Brussels, the Aviator Forum brought together leaders from law enforcement agencies (LEAs), tech, and policy-making to celebrate the final milestone of the AviaTor project. This event was a chance to look back on the five years since AviaTor launched in 2019, helping LEAs manage and prioritise industry reports of child sexual abuse material (CSAM). The forum featured engaging presentations from industry experts and dynamic panel discussions on the challenges and future of managing CSAM. A live demo showcased how Aviator uses visual intelligence and hash matching to quickly identify and prioritise critical cases.
