LANSING, Mich. — Michigan Gov. Gretchen Whitmer is releasing a new memoir at a particularly fraught moment, both for herself and for the Democratic Party.

Michigan Gov. Gretchen Whitmer speaks May 4, 2023, at the SelectUSA Investment Summit in Oxon Hill, Md. Democrats are circulating several high profile names as potential presidential alternatives including Whitmer, the co-chair of the Biden-Harris campaign.
Set for release Tuesday amid the frenzy over President Joe Biden’s recent debate performance, “True Gretch” won’t do much to dispel questions about her national ambitions. But in a pre-launch interview with The Associated Press, Whitmer did what she could to shut down such speculation. When asked if she would consider becoming a candidate this year if Biden were to step down, she responded with a definitive, “No.”
“It’s a distraction more than anything,” said Whitmer. “I don’t like seeing my name in articles like that because I’m totally focused on governing and campaigning for the ticket.”

In the book, Whitmer recounts events that unfolded on the national stage throughout her career, including a clash with Donald Trump and a kidnapping plot targeting her and her family.
Her swift ascent over two decades — from law school graduate to Michigan’s governor — established her as a prominent figure within the Democratic Party.

Michigan Gov. Gretchen Whitmer's memoir "True Gretch" chronicles her rapid rise to fame as well a public spat with former President Donald Trump and a foiled plot to kidnap and kill her.
Her status was solidified in 2022 with a decisive reelection and her party’s success in flipping both chambers of the state Legislature, granting Democrats full control for the first time in nearly four decades.
“I’ve spent the first quarter of this century watching as the arc of our politics has bent uncomfortably toward incivility and strife,” Whitmer says in the first pages of her book. Then she adds, “That’s why I decided to write this book: to put a little light out there in a damn dark time.”
Whitmer first caught national attention as the Michigan Senate minority leader in 2013. Before a floor vote on an anti-abortion bill, Whitmer abandoned her prepared remarks and shared that she had been raped while in college.
“It was terrifying to think of opening myself up, of telling this room full of mostly men about being assaulted as a young woman,” she says in the book.
More than 10 years after that bill passed, Whitmer signed a law as governor to repeal it, the same year Michigan voters enshrined abortion rights in the state constitution.
Whitmer has been pushing the topic of abortion access in her role as co-chair of the Biden campaign, saying he is on the “right side” of the abortion fight despite his lackluster performance in the recent debate on the question of reproductive rights.
“I think everyone has acknowledged it was not his finest 90 minutes,” she said in an interview. “That said, this is a man I’ve known for a long time and has decades of public service receipts that he’s delivered to people.”
Whitmer has said at campaign events that Trump could roll back reproductive rights if elected to the Oval Office. She famously sparred with the then-president over the federal government’s response to the COVID-19 pandemic in her first term as governor. Trump's reference to Whitmer during a White House news briefing took off as “that woman from Michigan.”
Whitmer blames the former president for fueling the political hatred that motivated a plot to kidnap and kill her that unfolded in 2020. In the book, Whitmer is critical of reports that refer to the scheme as a “kidnapping plot,” saying it was clear the plan was to assassinate her.
Whitmer says her daughters have not returned to the private residence that the conspirators staked out and her husband closed his dental practice following threats.
“Nearly three years down the road, there’s no doubt that the apparent kidnapping and murder plot changed me,” she writes.
Whitmer says in the book she wants to meet with a handful of those who pleaded guilty to the charges in the name of understanding, “to ask the questions and really hear the answers.” There were five acquittals among 14 people charged in state or federal court
One of 12 female state governors and arguably the most well-known, Whitmer writes frankly about how gender-based violence, threats and rhetoric have affected her career and personal life. She shares heavy moments in which she told her two daughters about the sexual assault and, years later, the conspiracy to kill her.
Whitmer said at times it was difficult to return to those events in writing the book.
“I think my way to deal with it is to actually talk about it,” she said.
She writes about how she used to be a partier (she once threw up on her high school principal after drinking) before law school and her relationship with her own body. People from voters to reporters have discussed her appearance and what she wears above her policies, she says in the book.
She is unapologetic throughout, except when she expresses regret for going out to dinner at a dive bar with friends despite pandemic restrictions. Whitmer points out that another Democratic governor, Gavin Newsom of California, was also criticized, for going to a Michelin three-star restaurant during the pandemic.
Newsom’s name has been circulated alongside Whitmer’s this past week as a possible replacement nominee for Biden.
Politico Magazine reported July 1 that “someone close to a potential 2028 Whitmer rival for the Democratic presidential nomination” said Whitmer had said Michigan was no longer winnable for Biden after the debate.
Whitmer ends her memoir with 26th President Theodore Roosevelt’s “man in the arena” quote, with a colorful reference to her own affinity for wearing pink.
“The ‘man’ may be a woman. And she may just be wearing fuchsia,” Whitmer concludes.

Of the 85 state legislative chambers holding elections in 2024, 22 of them—12 senate chambers and 10 house chambers—include incumbents who are unable to run for re-election due to term limits. In those 22 chambers, term limits affected 1,284 seats up for election.
According to a Ballotpedia report, there are 99 chambers throughout the country. In 31 legislative chambers across 16 states, state legislators are subject to term limits. In the United States, there are 1,973 state senate seats and 5,413 state house seats. 609 of the 1,973 state senate seats, or 30.9%, come with a limit. 1,462 of the 5,413 state house seats, or 27%, come with a limit. Of the total of 7,386 state legislative seats, 2,071 (28%) are limited.
Highlights
In 2024, 180 state legislators—79 state senators and 101 state representatives—are term-limited. This represents 3.1% of the 5,793 total seats up for election in November 2024.
There are less term-limited legislators in 2024 than in 2022 and 2020. In 2022 and 2020, there were 252 and 211 term-limited state legislators, respectively. Ballotpedia tracked the most term-limited legislators in 2010 when 375 legislators were termed out.
101 Republicans are term-limited, while 66 Democrats and 13 independents are term-limited. In even-numbered election years between 2010 and 2022, Democrats averaged about 99 term-limited legislators, while Republicans averaged 148 term-limited legislators.
The Nebraska State Senate and Montana House of Representatives have the highest percentage of term-limited legislators in 2024. In the Nebraska Senate, 52% of the incumbents up for election are term-limited, while 17% of the Montana House are term-limited.

All 16 states are holding elections in 2024 except Louisiana. Louisiana holds state legislative elections every four years in odd-numbered years. Click on a state to see the total number of term-limited state legislators in 2024 as well as a breakdown of the totals for each legislative chamber.
States where term limits have the greatest impact
- The Nebraska State Senate has the highest percentage of state senators term-limited in 2024. Of the 25 seats up for election, 13 Nebraska senators, or 52% of the chamber, are term-limited in 2024.
- Montana's House has the highest percentage of term-limited state representatives in 2024. 17 of the 100 seats up for election in 2024 (17%) have term-limited incumbents. The second-highest number of term-limited representatives is in Montana. The Montana House of Representatives has 22 state representatives term-limited out of the 163 seats up for election in 2024, or 13.5% of the chamber.
States where term limits have the least impact
- Arkansas' Senate has the lowest percentage of term-limited state senators in 2024. None of the 18 senate seats up for election in 2024 (0%) have term-limited incumbents.
- The Arkansas House of Representatives, California State Assembly, and Michigan House of Representatives are tied with the lowest impact by term limits in the 2024 elections. None of the states had representatives impacted by term limits in 2024. The second-lowest number of term-limited representatives is in Oklahoma. The Oklahoma House of Representatives has three state representatives term-limited out of the 101 seats up for election in 2024, or 3% of the chamber.

Term limits can often affect the competitiveness of a state legislative election because term limits create open seats. Open seats are believed to be more electorally competitive than seats in which an incumbent is running for re-election because incumbents tend to win re-election. A 2015 study by Ballotpedia found that in state legislative elections between 1972 and 2014, the incumbency win rate never fell below 90%, except for 1974 when 88% of incumbents won re-election.
2024 term-limited state senate elections
79 state senators—27 Democrats, 39 Republicans, and 13 nonpartisan—are term-limited in 2024. Going into the November elections, Democrats have majorities in four of the 14 term-limited state senates. Republicans have majorities in nine of the 14 state senates. Nebraska's state Senate is term-limited and officially nonpartisan.
Three state senates—California, Colorado, and Maine—have more term-limited Democrats than Republicans. Six state senates—Florida, Missouri, Montana, Ohio, Oklahoma, and South Dakota—have more term-limited Republicans than Democrats. Two states—Arizona and Nevada—have the same number of term-limited Republicans and Democrats, while Michigan did not have any term-limited senators.
2024 term-limited state house elections
101 state representatives—39 Democrats and 62 Republicans—are term-limited in 2024. Going into the November elections, Democrats have majorities in four of the 13 term-limited state houses. Republicans had majorities in 10 of the 13 state house of representatives.
Four state houses—California, Colorado, Maine and Missouri have more term-limited Democrats than Republicans. Six state houses—Arizona, Florida, Montana, Ohio, Oklahoma, and South Dakota—have more term-limited Republicans than Democrats. Three states—Arkansas, Michigan, and Nevada—do not have any term-limited representatives.
State senators
There are 42 state senates holding general elections in 2024. In 13 of these states, state senators are term-limited. Louisiana and Michigan are the only states with state senate term limits that do not have a general election in 2024.
79 state senators are term-limited. This represents 27% of the 293 seats up for election in the 13 term-limited state senates with elections on Nov. 5. This includes:
- 27 incumbent Democratic state senators
- 39 incumbent Republican state senators
- 13 nonpartisan state senators

State representatives
There are 43 state houses holding general elections in 2024. In 13 of these states, state representatives are term-limited. Louisiana will not hold state house elections in 2024 and Nebraska does not have a state house. The Arkansas House of Representatives, Michigan House of Representatives, and Nevada State Assembly are up for election in 2024 and have term limits, but no representatives are impacted by term limits in 2024.
