    • Carol McDaid

      Board Member Emeritus, Co-Founder

      Carol McDaid serves as Principal at Capitol Decisions, Inc. For over two decades, Carol has worked with leading drug and alcohol treatment centers, addiction physicians, prevention and consumer organizations and mental health consumer and provider organizations to refine public policy addressing addiction and mental health. With over 25 years of Federal legislative experience in Washington, Carol provides clients with public affairs consulting on issues that span the breadth of health care, including behavioral health, Medicare, Medicaid, and private sector reimbursement issues. Because Carol has personally struggled with addiction, she understands the challenges, political and personal, of dealing with alcohol and drug issues. She is a founding Board Member of Faces and Voices of Recovery and currently serves on the Board of Young People in Recovery. A North Carolina native, Carol McDaid graduated from Emory University in Atlanta, GA, where she majored in Political Science.

    • John Shinholser

      Board and President Emeritus, Co-Founder

      John Shinholser serves as the President of The McShin Foundation, which was founded in 2004 and named for its two recovering co-founders, John Shinholser and Carol McDaid. Shinholser and McDaid have dedicated their lives to helping individuals and families in or seeking recovery from the disease of addiction. The McShin Foundation operates on the founders' belief that by helping others find and sustain recovery, they can better sustain their own recovery. John has been in long-term recovery since 1982. John is a United States Marine Corps veteran. He owned and managed a successful contracting business for over 30 years, during which time he served as President of the Richmond Chapter of the Painting and Decorating Contractors Association and was twice recognized as a national award winning Original Design Faux Finisher. John served as President of SAARA of Central Virginia Affiliate and is a former board member of SAARA of Virginia. Shinholser also served as Chairman of the board of Rubicon, Inc (2012-2014).

    • Dr. Stephen Popovich

      Board Member

      Dr. Stephen J. Popovich is a board-certified Addiction Medicine specialist and is board-certified in Internal Medicine. He completed his Undergraduate Degree at the University of Virginia and completed medical school and residency in Internal Medicine at Virginia Commonwealth University.

      Dr. Popovich is the medical director of an outpatient addiction treatment practice in east Richmond and serves on the Medical staff and the medical executive committee at Richmond Community Hospital. He also serves as a part-time medical director for Southside Treatment Center, a methadone clinic in Chesterfield County.

      Dr. Popovich previously served as the medical director for Daily Planet Health Services, a Federally Qualified Health Center in downtown Richmond, focused on health care for people with homelessness.

      He is a fellow of the American Society of Addiction Medicine and is a Richmond Magazine “Top Doc” in Addiction Medicine.

    • Marshall Tucker

      Board Member

      Marshall is a person in long term recovery from a Substance Use Disorder, which means he has not found it necessary to use any mood or mind altering substances since September 1, 1988. He has been committed to carrying recovery's message of hope to jails and institutions as a meeting facilitator for over 20 years and loves working with the forgotten people... the castaways of our society. Marshall is married with two children, both of whom are lawyers.

      In my professional life, I am currently a staffer to a member of Virginia’s House of Delegates. I manage their legislative agenda, people operations, and office information technology. I have previously worked on local, statewide, and presidential political campaigns. I am also a person in recovery from an alcohol use disorder. I have been in recovery for several years, and have recently embraced sobriety. My personal experiences have led me to support policies and candidates that are dedicated to improving the lives of other folks living with substance use disorder. I am grateful for the opportunity to serve others in the Richmond community through a position on the McShin Foundation board. I also am a board member of the UVA Club of Richmond.

    • Fay Chelomow

      Board Member

      Fay lives in Richmond with her husband and a sweet canine named Falla. They have two beautiful grown children. When not involved in advocacy, Fay enjoys long quiet walks, nature, meditation, reading and watching movies at home with her husband.

      Fay obtained her Bachelor of Science in Nursing in 1984 and worked various clinical areas in the hospital after graduation. She spent most of her career working in Maternal-Child Health, specifically labor & delivery, antepartum, postpartum and newborn health. At the tail-end of her nursing career, she spent five years as a hospice and palliative care nurse, visiting patients in their homes and at a variety of healthcare facilities. She is now retired from clinical nursing but is active in educating medical students and healthcare providers about human trafficking through ImPACT Virginia, a nonprofit she founded in 2015 in Richmond, Virginia.

      Fay is honored to be a Board Member of the McShin Foundation and will try her best to help the organization continue its amazing growth in Richmond and beyond. She looks forward to getting to know the staff and residents at McShin.

    • Lesley Davis

      Board Member

      Lesley lives in Hanover with her wife, their daughter, and canine fur baby. As an individual in long-term recovery from a substance use disorder and an alumnus of the McShin Foundation, Lesley brings a unique and deeply personal perspective to her role, dedicated to supporting and guiding others on their recovery journeys.

      Currently, Lesley is pursuing a bachelor's degree in accounting at Virginia Commonwealth University (VCU), maintaining an impressive 4.0 GPA while also completing dual minors in real estate finance and actuarial science. Her commitment to academic excellence was recognized with the PCAOB scholarship award in 2023. She also participates in a collegiate recovery program on campus, Rams in Recovery.

      Professionally, Lesley works with a local accounting firm, where she contributes to the professional services department and collaborates closely with the tax department. This role, combined with her peer recovery specialist training, positions her as an asset to the McShin Foundation, blending financial acumen with a heartfelt dedication to recovery.

      After graduating, Lesley plans to take the CPA exam, further enhancing her ability to support the McShin Foundation's mission. Her journey from recovery to board membership embodies the transformative power of the McShin Foundation's work, and she is committed to helping others embark on their recovery journeys.
