CFV: Dissolving the build-infra project

Voting for this proposal ended long ago, but I forgot to follow up. Results:

Yes: 4
Veto: 0
Abstain: 0

According to the Bylaws definition of Lazy Consensus, this is sufficient 
to approve the proposal to dissolve the build-infra project.

I hereby declare the build-infra project dissolved. I will ask ops to 
archive this mailing list. As for the repositories, there is one for 
jdk8 and one for jdk9, both flagged read-only since long. I will ask ops 
to remove jdk8 to save disk space, but keep jdk9 for the future (if we 
need to go digging to find out where some strange piece of code originated).
