Abstract
Drawing upon the self-classification theory, this study examined the impact of civil servants’ overqualification on public service motivation (PSM) from the perspective of cognitive evaluation. Through the investigation of 148 civil servants in China, we found that the overqualification of civil servants negatively affects their PSM. Moreover, perceived insider status partially mediates the influence of overqualification on civil servants’ PSM. This study takes the lead in discussing the overqualification of civil servants in the field of the public sector. Additionally, implications for theoretical research and practice from our findings are discussed.
