    This report is the first outcome of an initiative to identify complementarities between the ASEAN Community Vision 2025 (ASEAN Vision 2025) and the United Nations 2030 Agenda for Sustainable Development (2030 Agenda), and to support ASEAN Member States to implement the two agendas in an integrated way. The report presents a framework for identifying complementarities, and proposes a number of flagship initiatives to support ASEAN countries to simultaneously translate the ASEAN Vision 2025 and the 2030 Agenda from political aspiration to practical implementation. The report is divided into four sections. Following this introductory section, Section 2 presents a broad framework for understanding complementarities, including underlying values, guiding and operational principles that connect the ASEAN and UN agendas; it further explains how this framework was used to select five cross-cutting priority areas that are used for further analysis and for the development of specific proposals. Section 3 provides quantitative and qualitative analyses of the five priority areas that have been selected on the basis of the complementarities framework presented in Section 2. The five cross-cutting priority areas, endorsed by the ASEAN community and analysed in this report, are i) poverty eradication, ii) infrastructure and connectivity, iii) sustainable management of natural resources, iv) sustainable production and consumption, and v) resilience. Each priority area provides an entry point from which to address multiple interconnected issues. Section 4 draws on the analysis in the previous section and makes recommendations on how actions could be taken to synchronize and advance the two Agendas.

  • Analysing Resource Efficiency Transitions in Asia and the Pacific

    This study provides an overview of material resource use and efficiency trends in Asia and the Pacific over 1990 to 2015. The main contribution of this study is a new analytical approach to assess a country’s resource efficiency transition over multiple dimensions (such as material use and material footprint). This approach is grounded on the idea that it is important to monitor the actual pathways through which countries achieve resource efficiency because some transitions are more efficient than others. The paper illustrates the diversity in transition pathways of countries, especially their non-linearities. These non-linearities suggest that while countries make resource efficiency gains along one dimension, they make little progress in or lose resource efficiency along other dimensions. The combination of pathways has implication for a country, but that implications is typically overlooked. The analysis also highlights strong similarities in the resource efficiency transition pathways of countries most affected by the East Asian financial and economic crises that began in 1997. To quantify diverse resource efficiency transition pathways of countries, the study introduces the concept of a resource efficiency transition score (RETS) as a rating that is based on how close an actual transition pathway is to the most efficient pathway (represented by a linear transition). Based on the analysis of policy landscape of some of the top performers of RETS as well as a review of literature, the paper suggests nine policy pathways to promote resource efficiency. The study concludes with five avenues for promoting resource efficiency through greater regional collaboration.

    The Asia-Pacific region has, since the mid-1980s, developed into a powerhouse for manufacturing, which has further increased resource use and environmental impact in the region. If we consider who consumes the manufactured products from the Asia-Pacific, the attribution of resource flows looks different. A consumption approach refers to the place where goods and services are consumed and attributes upstream resource flows using environmentally extended input-output techniques to demonstrate the extent to which developing economies’ resource use and carbon emissions contribute to consumption elsewhere. The fact that the Asia-Pacific has become the “workshop of the world” should not make us overlook the huge changes that have occurred in domestic household consumption in the region, especially in developing nations. Indeed, the emergence of new consumers in China, India, and other Asia-Pacific developing countries has had an increasing impact on global resource use.

    A model for the estimation of the efficiency of the sawmills industry is presented in this paper. The model is based on the estimation of indexes of technical allocative and overall efficiency of the production process. The paper is based on one of the authors Ph.D dissertation. A stochastic frontier production function is estimated for a total of 44 sawmills. Seven different indexes are estimated and statistical analysis performed examining the relation between the efficiency indexes and endogenous variables of the sawmills. The efficiency indexes which were calculated for the units under evaluation, are at general level low to very low. Having drawn up two classes of efficiency we notice that in the class of high efficiency only 12 from the 44 sawmills are included (about 27%). This fact leads to the conclusion that the productioon process is not following the best available technology in the majority of the units but that there are also big opportunities for efficiency improvements. The production units for which the efficiency indexes were estimated show particularly low performances regarding the labor efficiency. It is especially important the fact that 50% of the units display a labor efficiency index below 0.3. In other words a structural low labor efficiency has been observedin the units which have been evaluated.

    The overall objective of the project is to strengthen the capacities of local governments and other key urban stakeholders in selected countries of Asia and the Pacific to implement the 2030 Agenda in the area of urban resource management. To this end, the project strategy is to localise the SDGs sub-set on urban resource management (including the cross-cutting issues of poverty, gender and resilience) in project cities in a participatory, evidence-based, and integrated manner. The project focus is therefore very much on creating and demonstrating the application of the “know-how” of localizing SDGs. The developed tools and documented learnings are then to be disseminated to other cities across Asia and the Pacific through use of online platforms such as the ‘Urban SDG Knowledge Platform’, existing regional city networks such as CityNet, and training and advocacy events of project partners. The project will be implemented at regional and local levels with activities being linked through continuous feedback and learning cycles.

    The SRP pursues public policy development and voluntary market transformation initiatives to provide private, non-profit and public actors in the global rice sector with sustainable production standards and outreach mechanisms that contribute to increasing the global supply of affordable rice, improved livelihoods for rice producers and reduced environmental impact of rice production.

    The SRP focuses on development and testing of sustainability guidelines, standards, tools and outreach models for sustainable rice production and processing, including decision making tools and quantitative sustainability impact indicators.

    The work is led by two Working Groups, overseen by an Advisory Committee and coordinated by a Secretariat based at UNEP’s Regional Office for Asia and the Pacific, Bangkok.

Regionally coordinated activities focus primarily on Afghanistan, Bangladesh, Cambodia, China, India, lao PDR, Nepal, Sri Lanka and Vietnam. It is intended that policy support activities will lead to the creation of national action plans.

    The overall objective of the project was to mobilize and re-focus the economies of the project countries towards policies, practices and investments for clean technologies and environmental-friendly infrastructure capable of mainstreaming the concept of Green Economy in national development plans and triggering a Low Carbon Green Growth path in East Asia. The project focused on three levels of decision making (policies, sectors, investments) and on the water resources, since water scarcity has emerged as a main security threat in the region and the increase of waste water poses a global environment threat. The project included:

    - Development of policy platforms to mainstream Resource Efficiency and Sustainable Consumption and Production (RE/SCP) in development planning and decision making.
    - Development of methods and management tools for water management and capacity building among the public and private sector.
    - Demonstration of waste management and waste-water treatment approaches supported by capacity building on Integrated Water Management
