TIPRA Motha wants to bring in labour licence for working in Tripura ADC, says local people being denied opportunities

In a move that drew criticism from the Opposition CPI(M) as “undesirable”, Pradyot Kishore Manikya Debbarma, the founder of Tripura’s ruling alliance partner TIPRA Motha and a royal scion turned politician, has advocated for local labour licence in the Tribal Areas Autonomous District Council (TTAADC) areas. He also stated that no contractor or institution should be permitted to work in the tribal council without a valid trading licence.

“Anyone, contractor, or institution who is trading or working in the #TTAADC area without a legal trading license will not be allowed to work. Our local people have been denied various opportunities, and I am going to seek legal opinion in this matter. The same applies for labourers who come from outside of the #TTAADC areas; they must apply for a labour license legally,” he wrote on Facebook.

Stating to follow the ‘Atmanirbhar policy’ in TTAADC, Pradyot stated that labour brought from outside the jurisdiction of the TTAADC area or from the state needs to pay more for registration. On the contrary, there would be minimal or no charge for the Scheduled Tribes (STs).

“When any labour is brought from outside of the #TTAADC area or from the state, they must pay more for registration. We have to ensure that local people get more preference. We have enough people who are capable of doing work. Huge companies are hiring people from outside, even for small jobs. For ST, there should be minimal or no charge to encourage trade and commerce. For others, there should be a fee. We have to follow ‘Atmanirbhar Policy’ in the #TTAADC,” wrote Pradyot.

TIPRA Motha became the ruling BJP’s alliance partner before the Lok Sabha polls after signing the tripartite Tiprasa Accord with the Centre and the Tripura government. According to the tripartite Tiprasa Accord, a series of meetings were recently held with The Indigenous Progressive Regional Alliance (TIPRA), popularly known as TIPRA Motha and other stakeholders, based on which, the Government of India, Government of Tripura and TIPRA have agreed to “amicably resolve” all issues of the indigenous people of Tripura relating to history, land rights, political rights, economic development, identity, culture, language, etc.

Responding to the issue, CPI(M) state secretary and Opposition leader Jitendra Chaudhary said, “It is true that the ADC has certain provisions for levying a few for licence for anyone to work there. It is in the ADC laws. However, to bring it into practice, they should have introduced it formally and made coordinated efforts with the state government to popularise the system and then enforce it. The way it is being done suddenly is undesirable. It might create confusion.”
