  • Estimating funds required for UHC within Indian States

    In this paper we find that India's cost situation is such that while there are many states (including Kerala, Himachal, Delhi, and Goa) where current government health expenditures may already exceed the amounts required for UHC, they are others (in particular Bihar, UP, Jharkhand, and Madhya Pradesh) who currently spend barely enough to offer basic healthcare to their residents and may need to triple their allocations towards health to get to UHC.

    If, indeed, several states are already spending enough for UHC, why are they unable to offer it? While we have not specifically researched this issue in the paper, we suggest that if cost is not the barrier to UHC, then the possibility of poor design would be something to examine more carefully.
