Exciting developments in the construction sector! An Bord Pleanála has approved plans for a new €1.2 billion data centre campus in Ennis, Co Clare, marking a significant milestone for Art Data Centres Ltd. Spanning 145 acres and comprising six data halls, this project is set to create 400-450 permanent jobs once operational, with up to 1,200 jobs during construction over six years. CEO Tom McNamara FRICS FSCSI highlighted the project's alignment with Ennis' 2040 Economic Plan, emphasizing its role in supporting national tech industry ambitions. The approval also enables progress on critical infrastructure and power connections, supporting Ireland's enterprise strategy and economic growth. This decision follows a rigorous review process and reflects the project's strategic importance amidst planning challenges. Kenny Lyons & Associates, in conjunction with LUC Urban Design  and TOBIN Engineers recently published/ produced a Part 8 Planning proposal for Longford County Council for the Pobal le Cheile Project located in Ballymahon. Longford County Council together with the Ballymahon Town Team, Bridgeways Family Resource Centre, Ballymahon Day Care Centre, and Ballymahon Men’s Shed have been successful in securing funding through the Department of Rural and Community Development, Rural Regeneration and Development Fund (RRDF) for this project. The scheme involves the re-purposing of a number of existing vacant and partially occupied buildings for active Community use. The project will place these buildings at the heart of the town as they will play a key role in delivery of necessary social services.   Community resources will be consolidated within the Former Convent of Mercy, the Dean Egan Library, and the former Scoil Náisiúnta Naomh Colmcille School House, to create a cluster of activity within Ballymahon. Some of these buildings are protected structures. All three buildings are to be refurbished, extended as necessary with the public realm between them enhanced to create a hive of activity and a sense of place within the town. A new community hall on the grounds of the Former Convent of Mercy has also been proposed along with parking and a set-down area. It is hoped the project will cater for the wide range of needs within the community by creating space for the expansion of services while offering opportunities for the provision of new community supports into the future. #planning #community #regeneration

How can we accelerate Ireland's journey to net zero with better road design? Transport Infrastructure Ireland (TII) and Arup are pioneering a shift in road pavement design by adopting circular economy principles and innovative digital tools.   This collaboration has led to the development of a new pavement design method that reduces material use and carbon emissions significantly. For instance, a case study on a 15km stretch of National Road resulted in an 8% reduction in bituminous materials and reduced carbon emissions by over 450,000 kgCO2e.   The key to these advancements? A performance-based approach that focuses on the long-term efficiency and sustainability of materials. My dissertation pertains to claims for Extension of time and the programme contingency. Programme contingency is a new concept incorporated in the public works contract. There is little research examining the efficacy of the programme contingency. I am interested in your experiences in the submission of claims for Extension of Time and the Programme Contingency. They have introduced new guidelines for public projects emphasising: - Use of less concrete and cement through better design and site management. - Specifying lower carbon concrete and cement. - Implementing broader carbon management systems for large infrastructure projects. Approval for a €200M (£171M) tunnel construction beneath Dublin Airport's runway has been granted by Ireland's planning body, An Bord Pleanála, amidst objections from Ryanair and a community group. The 0.7 km long, twin-cell enclosed tunnel, to be linked with ramps and portals, is designed to enhance airside vehicles' safety and efficiency on the "crosswind" runway. Despite the challenging appeal against it, citing economic and environmental concerns, the regulatory board assured that risks to water quality, traffic safety and convenience during construction and operation are mitigated. Key to cargo operations, transit operations, general aviation, stand-by parking and contingency stands - the tunnel, reaching up to 17.5m below ground level, is also expected to ease access to the airport's west apron.
