updating sanitized FPKI 800-53 overlay
Uploaded 34 PDFs cleaned of author-created metadata (Author, Title, and/or Subject).
Uploaded 55 archived PDFs that I've cleaned of author-created metadata (Author, Title, Subject, and/or Keywords).
updating PA charter with recently signed v2.0, will also update governance page with new date.

Replaces several pdf documents in the docs folder with pdfs that have been sanitized of poor quality metadata. Also includes updated PA charter and associated governance page changes.
