For average candidates, the output for both of these will be of comparable standards. Let me explain: For exceptional candidates, there is a considerable difference in quality, passion and approach in the two scenarios. A candidate with leadership potential will perfectly address the WHAT for the first scenario and the HOW for the second one. By doing this, they have exemplified that they are a decision maker for areas they know and a problem solver/critical thinker for areas they don't!
