Facetime Loud when Calling

When I make a FaceTime call, the ringing sound is excessively loud, even when my phone volume is set to the minimum. I am referring to the sound FaceTime makes when placing the call. What can I do about this issue?

In Settings, under Sounds and Haptics, I have "Change with Buttons" turned on to control the volume, but FaceTime remains very loud.
