FCPD Detectives Knead Out Coastal Crew Following Panera Pickpocket Case

Franconia Police District – Officers arrested two women who were part of a New York based organized theft crew after pickpocketing a victim in a Lorton Panera Bread weeks before.

On December 18, a victim walked into the Franconia Police District Station to report a pickpocket incident. The victim’s wallet was taken while eating at Panera Bread at 9402 Lorton Market Street in Lorton. The suspects immediately used the victim’s credit cards for fraudulent purchases at various locations. Detectives obtained video footage evidence from Panera Bread corroborating the incident.

Later that day, the Town of Herndon Police detectives encountered a case with a similar modus operandi (M.O). FCPD’s Crime Analysis Unit identified the commonalities in the two crimes. Our detectives, analysts, and officers from the Town of Herndon obtained the license plate number for the vehicle involved.

On January 27, officers were alerted to the vehicle entering Fairfax County through a license plate reader. An officer searched and located the vehicle on Route 66 and conducted a traffic stop. Through video surveillance, the officer confirmed the occupants were the suspects involved in both incidents.

Detectives from Franconia District Station charged Luz Hernandez Capera, 41, of New York with four counts of Credit Card Theft and Claudia Echavarria Osorio, 53, of New York with eight counts of Credit Card Theft and two counts of Petit Larceny, with additional charges pending. Both women were taken to the Fairfax County Adult Detention Center. Capera was held on $25,000 secured bond and Osorio was held on $30,000 secured bond.

Detectives are continuing to coordinate with law enforcement agencies who may also have cases connected to this crew stemming from Ohio, Massachusetts and other departments throughout the region.
