A Director Michael Apted seems to think state officials were born yesterday. ”They don’t check if a person’s dead,” he argues. But Sault Ste. Marie, Mich., county clerk Diane Cork disagrees. ”We don’t let that happen,” she says. ”You need a photo ID.” In addition, anybody requesting a birth certificate must know her mother’s maiden name — not normally noted in obits.
