On May 6, El Paso voters will cast their ballots to elect trustees to several area school boards, as well as to decide on proposed changes to the City of El Paso Charter, the document that defines the organization, powers, functions and essential procedures of the city government.
Among the charter proposals are whether to increase the cap on city contributions to police and fire pension funds, and if a second petition is required in citizen-led initiatives – as well as whether to make climate policy part of the charter, including creating a municipal electric utility.
All registered voters in the El Paso city limits are eligible to vote in this charter amendment election.
Voting for El Paso, Socorro and Ysleta school districts is open to registered voters who live in those districts. Additionally, elections for single-member districts on the school boards is open only to registered voters living within the boundaries of the single-member districts. In the Socorro ISD election, all registered voters living in the school district’s boundaries can vote for the two at-large positions on the school board.

All candidates in local contested races were invited to respond to questions on key issues in their races. Candidates who didn’t respond are noted. Uncontested races, such as the two seats in the El Paso Community College board of trustees, are not included in this guide. The Anthony and San Elizario school boards are also not included.

How do I check if I’m registered to vote?
Check your registration status with the El Paso County Elections Department or the Texas Secretary of State’s Office.

Can I vote by mail?
You can vote by mail in Texas if you are age 65 or older on Election Day; are sick or have a disability; are expected to give birth within three weeks before or after Election Day; or are in jail but still eligible to vote. You can also vote by mail if you will be out of El Paso County on Election Day and during the early voting period.
You must apply to receive a mail-in ballot and the El Paso County Elections Department must receive your application by 5 p.m. Tuesday, April 25. More information can be found here.
When is my mail-in ballot due?
The elections department must receive your mail-in ballot by 7 p.m. on Election Day (May 6) if the carrier envelope is not postmarked. If the envelope is postmarked by 7 p.m. on Election Day, the elections department will accept it through 5 p.m. on May 8.

How can I avoid ID problems on my mail-in ballot?
To avoid ID problems on your application or completed mail-in ballot, include both your Texas driver’s license number and the last four digits of your Social Security number.
When and where can I vote in person?
You can vote at any of the county’s polling sites during the early voting period and on Election Day. Hours and locations can be found here.
What do I need to vote in person?
You’ll need one of seven acceptable forms of photo ID, which include a Texas driver’s license, U.S. passport book or card, or Texas personal ID card.
