Jackie Arroyo Butler won the Democratic nomination for the El Paso County commissioner seat in Precinct 1 with 58% of the vote.

Her opponent Pete Faraone received 42%.

In the county commissioner Precinct 3 race, Democratic incumbent Iliana Holguin was reelected to a second term as there is no Republican opponent. She received 77% of the votes. Her opponent Virginia Rodriguez got 23%.

Butler will head to the Nov. 5 general election to face Republican candidate Claudia Rodriguez, a former El Paso City Council member, and Libertarian Ryan Woodcraft, a former U.S Army chief warrant officer. Both Rodriguez and Woodcraft ran uncontested in their respective parties.

Butler, 37, is senior policy advisor for Precinct 1 County Commissioner Carlos Leon. She raised about $75,000 throughout her campaign, with the donations coming from prominent business leaders and developers, including Woody and Gayle Hunt, Raymond Palacios, Carlos and James Bombach, Douglas Schwartz and Kelly Tomblin. County Commissioner Leon, as well as Texas Reps. Joe Moody and Mary Gonzalez also contributed to her campaign.

Faraone, 44, a retired El Paso County Sheriff’s Office detention officer, raised more than $42,000 in his campaign for the seat. His largest donations were $15,000 each from the El Paso Sheriff’s Officers Association and the El Paso Municipal Police Officers PAC. County Commissioner Holguin also contributed to Faraone’s campaign.

The winner of the Precinct 1 race will represent Far East El Paso and the Montana Vista area.

Iliana Holguin

Holguin, 47, is an immigration attorney whose Precinct 3 encompasses portions of the East Side, Horizon City and the Lower Valley eastward to Socorro, San Elizario, Clint, Fabens and Tornillo. 

In Precinct 3, Holguin raised more than $60,000 in political contributions, according to her campaign finance reports since July 15. Her largest donations came from the El Paso County Sheriff’s Officers Association. City Councilmember Brian Kennedy, El Paso business leaders such as Stanley Jobe, and the El Paso Municipal Police Officers PAC, also donated to her campaign.

Virginia Rodriguez did not respond to multiple interview requests by El Paso Matters and did not turn in a questionnaire for the El Paso Matters voter guide. Her campaign finance reports showed she did not receive any donations.
