Statement from U-M’s Title IX Coordinator, Elizabeth Seney, on final rule under Title IX

April 19, 2024

On April 19, the U.S. Department of Education released its “Final Rule” under Title IX, which prohibits discrimination on the basis of sex in education programs or activities receiving federal financial assistance. These amendments clarify the scope and application of Title IX and the obligations of recipients of federal financial assistance, including the University of Michigan, to provide an educational environment free from discrimination on the basis of sex, including through responding to incidents of sex discrimination.

The university is currently reviewing the new regulations. Any changes to current U-M policies will be made with consideration of the university’s commitment to preventing and addressing discrimination, harassment, and sexual misconduct, and supporting equitable access for all members of our community. Changes will be announced broadly to the U-M community and general public prior to Aug. 1, when the final regulations go into effect.

Sexual Assault Services at University Health Service (UHS): UHS provides medical services for U-M students, faculty or staff who have experienced sexual assault, including sexual assault medical exams conducted by a Sexual Assault Nurse Examiner (SANE): (734) 764-8320 (C)

SafeHouse Center: SafeHouse Center is a nonprofit organization, external to the University, that provides safety, support, advocacy and other resources for survivors of sexual assault and domestic violance and their children living, working, or having experienced sexual assault or intimate partner violence in Washtenaw County: (734) 995-5444 (C)

Dean of Students Office: Non-confidential assistance with any matters that may interrupt the life of a student, including navigating academic, personal, and community impact of sexual and gender-based misconduct matters, connecting to other support and resources, and information on policy and procedures: (734) 764-7420

Respondent Support Program: Housed in the Dean of Students Office; dedicated staff trained to provide direct support to U-M student respondents who are involved in reports of sexual and gender-based misconduct.

University of Michigan Police Department Special Victims Unit (UMPD SVU): In addition to criminal investigation, UMPD’s Special Victims Unit assists those who have experienced sexual assault, intimate partner violence, stalking or child abuse connect with a variety of resources including: medical assistance, safety planning, personal protection orders, housing/academics/transportation/work accommodations, counseling and support groups and legal advocacy: (734) 763-1131

Spectrum Center: Education, advocacy, community-building programs and resources to enhance the campus climate and support services for LGBTQ+ students, staff and faculty. (734) 763-4186

Michigan Medicine Office of Counseling and Workplace Resilience: The Michigan Medicine Office of Counseling and Workplace Resilience provides 24-hour, no cost, confidential counseling, crisis intervention and referrals for Michigan Medicine faculty, staff and immediate family members. 734-763-5409. Faculty Ombuds: A confidential, impartial, informal and independent resource for information or conflict management for faculty. (C)
