Nebraska's Surface Transportation Program for 2025

The mission of the Nebraska Department of Transportation (NDOT) is to provide the best possible transportation system for the movement of people and goods. The Fiscal Year (FY) 2025 Nebraska Surface Transportation Program book specifies how the Department plans to preserve and modernize existing assets, increase safety of the transportation system and expand capacity of the network.   

 

The book contains:

During the 2024 Legislative Session, multiple initiatives were passed that will impact Nebraska and its transportation system. LB 1335 aims to align Nebraska’s law with federal laws, that create a responsible balance between maintaining environmental stewardship and project delivery. The bill introduced a limited exemption from the Nongame and Endangered Species Conser­vation Act (NESCA) for some actions related to construction, installation, maintenance and operation of transportation infrastructure within existing rights-of-way. One provision of LB 1317, which NDOT supported, authorizes the sale of electricity by Kilowatt Hour, a requirement of the National Electric Vehicle Infrastructure (NEVI) program. This change allows NEVI fund use for installing electric vehicle charging stations along priority corridors in Nebraska.

 

Additionally, the Nebraska Legislature appropriated $70 million to help bridge the gap between system needs and available revenue. The transportation industry continues to experience high construction costs due to inflation which results in reduced buying power. NDOT is committed to efficiency measures that impact market sustainability and is transitioning into a financing state. Bonding and finance tools do not generate additional revenue but do provide ways to capture opportunity costs. The additional emphasis on pursuit of Federal Discretionary and Congressionally authorized funding may provide additional revenue to supplement project specific funding.

 

In 2016, the Transportation Innovation Act (TIA) authorized NDOT to use alternative project delivery methods. In 2024, new alternative delivery guidelines were approved for the use on federally funded projects. Although not suitable for all projects, candidate projects may experience benefits in cost, schedule and increased innovation. NDOT has identified two projects for alternative delivery, and both are designated within the Five-Year Planning Programs in Districts 2 and 4.

 

A transition to digital project delivery is also under development at NDOT, which will revolutionize how infrastructure is planned, designed, constructed and maintained. Embracing digital project delivery facilitates streamlined information sharing and increases the magnitude and accuracy of data available to make technical decisions.

 

NDOT remains dedicated to providing a reliable transportation system that supports and encourages economic growth, equity and improves quality of life, providing a foundation for thriving communities.
