Have 3 TVs all have there own Apple TV. I can control the TVs all with an iPad. I can only control the volume of one of the TVs. Seeing if there is a way to control all 3 with the ipad

Volume control through the software remote on iPhone or iPad is intended to work only with select AV receivers that support volume control over CEC. It will probably not work with TVs without AV receiver, regardless of CEC settings. It will not work when the Apple TV box is configured for IR volume control.
That could work for the physical remote. Pair the Siri Remote with a specific Apple TV - Apple Support
It is not applicable to the software remote, as that has a menu to select any of the discovered Apple TV boxes on your home network. It helps if you named them all differently.
