Can’t Facetime on single person on Apple TV 4k

I can’t facetime on single person on my Apple TV 4K.

From what I know, I can Facetime everyone else on my Apple TV aside from this one person.

Their account might be from Canada, but they have a US Phone Number.

Facetime works perfect on my other devices with this person, but not on Apple TV.

It doesn’t ring them when I facetime them from Apple TV, nor does it allow me to pass the call from my phone to Apple TV, it just hangs up after setting up the continuity camera.
