  • Design and Coordination of Capacity Mechanisms in the European Market (Ausgestaltung und Koordination von Kapazitätsmechanismen im europäischen Strommarkt)

A.T. Kearney study commissioned bei EnBW AG

Interaction and coordination are important fundamentals of the EU Internal Market. This is particularly the case for the connected system of electricity markets. However, there is a tendency towards island thinking in the current political debates on electricity market design; national perspectives dominate. This brings the risk that facts are created by separate national initiatives which might prevent a sound and systematic decision process. Hence, design options and possible coordination of…

Hence, design options and possible coordination of capacity mechanisms in the European market must be examined and assessed in a European context. This has so far barely been the case and it is thus the objective of this study. The main finding of this study is that the design of capacity markets must be coordinated at the international level. The most important reasons are efficiency gains, which can be realized through internationalsolutions and significant interdependences with other energy-policy regulatory areas, which have to be agreed internationally. Overall, the complex topic of supply security needs comprehensive, long-term solutions, not quick fixes and isolated initiatives. A stronger coordination at the international level is required because only here a political balancing of national interests and the implementation of a holistic policy covering all significant energy policy regulatory areas seems feasible
