As with prioritization, it's important to base your choices as much as possible on data, because you'll almost certainly have to defend your positions in front of your C-levels or teams.

Then itemize the elements left to agree on starting with the most complex or having the greatest impact. Decompose the factors for each to get to a decision and work through them one at a time until you can lead the team to alignment and move past the block.
