NOTICE TO CONSULTANTS

Request for Proposals (RFP) for

Phased California Culvert Replacement Consultant Services

SPU RFP/Contract# 24-100-S

Seattle Public Utilities (SPU) is seeking a consultant team to complete design, permitting, and community outreach for the California Ave SW Culvert Replacement Project located on Fauntleroy Creek in the Fauntleroy neighborhood of southwest Seattle. The consultant team will also provide engineering support services during the public works contract advertisement and award periods, as well as during the construction and closeout phases of the planned project. The construction phase is anticipated to begin as early as 2027.

SPU culvert replacements are prioritized for rehabilitation and replacement through the City’s culvert program. The culvert on Fauntleroy Creek at California Ave SW was prioritized in the program’s 2019 Asset Management Plan due to the structure’s age, condition, and risk of failure. The existing culvert is approximately 376 feet and consists of 24-inch clay and concrete pipe that spans public right-of-way and adjacent private property. Due to the condition of the pipe, repairing the culvert is not a viable option.

An Options Analysis evaluation was completed in 2019, followed by a 30% design completed in 2021. Through this process the location of the existing culvert was confirmed, and an alignment was selected for the replacement culvert. This project will replace the existing culvert with a fish passable structure and will include stream channel restoration upstream and downstream of the culvert as needed to ensure appropriate grades are maintained for fish passage. It is also anticipated that this project will incorporate SPU’s 1% for Art Program.

The estimated value for all phases of the contract is up to $7,000,000. This contract is expected to be funded in part by the Environmental Protection Agency (EPA) and Washington State Department of Ecology. Neither the EPA nor the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation.

This contract is expected to support the project through design, construction, and closeout phases, including the first year of landscape establishment. The final completion date of all phases of work conducted under this contract is estimated to be the end of 2031. SPU intends to execute a single, 7-year phased consultant services contract, with an option to extend additional years. Work Assignments will be prepared and executed for each phase.
