Phased Solid Waste Multi-Year Composition Study
SPU RFP/Contract# 24-076-S

Seattle Public Utilities (SPU) seeks an experienced consultant to develop sampling plans, conduct sampling, complete analyses, and prepare reports for the upcoming cycle of waste composition studies that support solid waste planning, program evaluation, and economic modeling. Accurate data from these studies is critical for informed decision-making and efficient resource allocation within Seattle’s solid waste management framework.

SPU has been conducting ongoing waste composition studies since 1988 to better understand the types and quantities of municipal solid waste disposed, and to assess the City’s recycling potential. The data from these studies is critical for developing services, policies, and programs; measuring solid waste key performance indicators; and monitoring progress toward the City of Seattle’s Solid Waste goals.

In addition, SPU conducts independent audits of the residential recycling and organic waste streams every 4-5 years to meet contractual obligations. The last residential recycling and organic waste composition studies were completed in 2020 and 2021 and are next required in 2025 and 2026.

The Phased Contract term will be approximately 5 years with an estimate contract value of $825,000 to $1,125,000.

The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format, as well.
