Los sistemas de pensiones son un elemento central del estado del bienestar. Estos son contratos sociales que tienen como principal objetivo proporcionar un consumo digno a los adultos mayores en aquellos años donde generar ingreso es más difícil. El diseño de estos contratos sociales es crucial al menos por tres motivos. Primero, las implicaciones para el bienestar del ciudadano son de una magnitud extraordinaria. Para una persona, obtener o no una pensión puede significar tremendas diferencias de bienestar en la última etapa de su vida. Segundo, desde el punto de vista de la sociedad, el sistema pensional redistribuye una gran cantidad de recursos entre individuos de una misma cohorte y entre generaciones. Tercero, el gasto asociado a pensiones afecta directamente la estabilidad fiscal y macroeconómica de los países. Sin embargo, a pesar de su importancia, las características y consecuencias de los distintos diseños de sistema de pensiones para los ciudadanos y Estados son ampliamente desconocidas en América Latina y el Caribe, una región donde sólo el 52,8% de los trabajadores cotiza a pensiones en un momento dado (SIMS, 2015) y se empiezan a ver importantes problemas de sostenibilidad financiera en algunos países y de adecuación (o nivel de pensión) en otros.

This paper explores the determinants of public pension plan configurations. It is argued that the level of intragenerational redistribution in public pension plans is related to a country's cultural background. The level of intragenerational redistribution is measured by Krieger and Traub's Bismarckian factor. The countries’ cultural background is operationalized using cultural dimensions developed by Hofstede. The empirical results are in line with our hypotheses. Uncertainty avoidance…
This paper explores the determinants of public pension plan configurations. It is argued that the level of intragenerational redistribution in public pension plans is related to a country's cultural background. The level of intragenerational redistribution is measured by Krieger and Traub's Bismarckian factor. The countries’ cultural background is operationalized using cultural dimensions developed by Hofstede. The empirical results are in line with our hypotheses. Uncertainty avoidance appears to have a significant, positive association with the Bismarckian factor (low intragenerational redistribution in public pensions), whereas the relation with individualism is negative (high intragenerational redistribution). Moreover, a positive association is found between the Bismarckian factor and inflation shocks in the first half of the 20th century. While the sample size is limited, the results are robust to the inclusion of different economic, institutional, and demographic control variables. These findings have important public policy implications. We argue that pension reform proposals suggesting a transformation of public to private pension provision have to be evaluated taking into account the cultural background of countries.
